M. Guntur Hamzah was born in Makassar, South Sulawesi, on January 8, 1965. He completed his undergraduate studies in law (S1) at the Faculty of Law, Hasanuddin University, Makassar, in 1988. Then, he earned his master’s degree in law (S2) from the Postgraduate Program at Padjadjaran University, Bandung, in 1995. In 2022, he attained his doctoral degree (S3) from the Postgraduate Program at Airlangga University, Surabaya, graduating cum laude.
Since February 2006, Guntur Hamzah has held the esteemed academic title of Professor in the fields of Administrative Law and Constitutional Law at the Faculty of Law, Hasanuddin University, achieving the rank of Senior Administrator (Pembina Utama IV/e). His journey of learning has taken him beyond borders, as he conducted benchmarking for postgraduate program management and closely observed the implementation of student-centered learning (SCL) at the National University of Singapore, National University of Malaysia, and Chulalongkorn University in Thailand.
In the year 2007, he was entrusted with a task of exploring academic collaboration between the Postgraduate Program of Hasanuddin University and the Faculty of Law, Economics, and Governance at Utrecht University in the Netherlands. Not long after, he embarked on a short course program on student-centered learning at Maastricht University and Utrecht University, Netherlands. Between 2010 and 2011, he immersed himself in the Academic Recharging Program (PAR-B) at the Faculty of Law, Economics, and Governance, Utrecht University, Netherlands, deepening his understanding as an academia.
Within the halls of Hasanuddin University (Unhas), Guntur Hamzah has carried the torch of leadership with purpose. He has served as the Head of the State Administrative Law Division at the Faculty of Law, Unhas. He continued to rise, taking on roles as the Secretary of the Doctoral Program (S3) in Legal Studies at the Unhas Postgraduate Program, Chair of the Master’s Program (S2) in Legal Studies at the Unhas Postgraduate Program, and as the Assistant Dean I of the Faculty of Law, Unhas.
Beyond the walls of Hasanuddin University, Guntur Hamzah has carried the light of service into the wider world. In 2003, he was entrusted with the role of Legislative Drafter for the People’s Consultative Assembly (MPR-RI). Like a bridge between knowledge and action, he served as a member of the Expert Team for the National Bureaucratic Reform Management Unit (UPRBN) in 2010, and as a Specialist Advisor for the Directorate of Regional Development at the Ministry of Home Affairs of the Republic of Indonesia from 2011 to 2012. From 2007 to 2015, he lent his wisdom as a Reviewer for Journals, Textbooks, and Research at the Directorate of Research and Community Service (DP2M) of the Directorate General of Higher Education, Ministry of National Education.
His journey of service continued to ascend as he took on the role of Head of the Pancasila and Constitutional Education Center at the Constitutional Court. Later, he led as Head of the Center for Research, Case Analysis, and Information and Communication Technology Management. From 2015 to 2022, he served as Secretary General of the Constitutional Court, and since November 23, 2022, he has been entrusted with the duty of serving the nation as a Constitutional Justice.
Alongside his daily responsibilities to the nation, Guntur Hamzah has poured his insights onto the pages of numerous domestic and international journals. He has authored books that stand as monuments to his intellect and dedication, such as: Agricultural Trade Law (Essence, Urgency, and Function), Modern Judiciary (Implementation of ICT in the Constitutional Court), Modern Bureaucracy (Essence, Theory, and Practice), and his latest work, Modern Constitution (Essence, Theory, and Enforcement), published by PT. RadjaGrafindo Persada (Rajawali Pers), Jakarta, in 2022.
The nation has recognized his contributions with honors such as the Satyalencana Karya Satya for 10, 20, and 30 years of service, and the Nararya Merit Star Award, bestowed by the President of the Republic of Indonesia on August 13, 2020, at the State Palace. In 2021, the Ministry of Administrative and Bureaucratic Reform honored him as one of the Top 10 Exemplary Senior High-Ranking Officials (JPT Madya/Echelon I) in Indonesia.
Beyond his role as a Constitutional Justice, Guntur Hamzah has been entrusted with the leadership of the Association of Constitutional and Administrative Law Lecturers (APHTN-HAN) for the 2021-2025 term, following his election at the association’s 6th National Congress in Samarinda on February 3-4, 2021.
