JAKARTA (MKRI) – The Constitutional Court (MK) ruled the petition for case No. 278/PHPU.BUP-XXIII/2025 filed by Candidate Pair 4 Jhon Richard Banua-Marthin Yogobi on the 2024 Jayawijaya regent election results dispute inadmissible. The Court believed that the petition was vague or unclear.
“On the petition’s subject matter, [the Court] declares the Petitioners’ petition inadmissible,” said Chief Justice Suhartoyo at the ruling hearing alongside the other eight constitutional justices on Wednesday, February 5, 2025.
Deputy Chief Justice Saldi Isra explained that the petition failed to meet the formal requirements of the petition. Thus, the Court declared the petition unclear, vague, or obscuur libel.
"[The petition] does not fulfill the formal requirements of the petition, therefore the Court does not hesitate to declare the above petitions as unclear or vague or obscuur," explained Deputy Chief Justice Saldi.

Candidate Pair 4 Jhon Richard Banua-Marthin Yogobi argued the Respondent, the Jayawijaya Regency KPU (Elections Commission), had reduced the Petitioners’ votes and increased the votes of the Relevant Party, Candidate Pair 2 Atenius Murib-Ronny Elopere. The Petitioners explained that the regency KPU had combined the votes of candidate pairs 1 Anthonius Wetipo-Dekim Karoba and 3 Esau Wetipo-Korneles Gombo for candidate pair 2 Atenius Murib-Ronny Elopere at 547 polling stations in 40 districts of Jayawijaya Regency. This resulted in an increase of votes for candidate pair 2, totaling 32,843 votes.
The Jayawijaya Regency KPU certified the following vote results: candidate pair 1 Anthonius Wetipo-Dekim Karoba with 15,555 votes; candidate pair 2 Atenius Murib-Ronny Elopere with 109,954 votes; candidate pair 3 Esau Wetipo-Korneles Gombo with 4,182 votes; and candidate pair 4 Jhon Richard Banua-Marthin Yogobi with 95,638 votes. In the petitums, the Petitioners requested the Court to annul the Jayawijaya KPU Decree No. 74 of 2024 on the certification of vote results; declare the minutes of vote count results at the regency level null and void; disqualify and/or annul the candidacy of candidate pairs 1, 2, and 3; order the Jayawijaya KPU to conduct a revote in 40 districts of Jayawijaya Regency or at least in 20 districts requested by the Petitioners; declare the Petitioners’ version of vote results; and declare candidate pair 4 Jhon Richard Banua-Marthin Yogobi as the elected Jayawijaya regent-vice regent.
