JAKARTA (MKRI) — The Jayawijaya regent-vice regent candidate pair 4 Jhon Richard Banua and Marthin Yogobi argued the Respondent, the Jayawijaya Regency KPU (Elections Commission), had committed an inverted tiered recapitulation process, starting from regency level, down to district and polling station level. The correct procedure requires the recapitulation to begin at the polling station level and proceed upwards, ensuring that C- and D-result forms accurately reflect the accumulated votes from each level.
The Petitioners explained that the regency KPU had combined the votes of candidate pairs 1 Anthonius Wetipo-Dekim Karoba and 3 Esau Wetipo-Korneles Gombo for candidate pair 2 Atenius Murib-Ronny Elopere at 547 polling stations in 40 districts of Jayawijaya Regency. This resulted in an increase of votes for candidate pair 2, totaling 32,843 votes.
“There was a significant violation that affected the Petitioners’ votes, which is a massive combining of votes by the Respondent, where the combined votes of candidate pairs 1 and 3 were transferred to candidate pair 2,” stated Dini Fitriyani, the Petitioners’ legal counsel, at the preliminary hearing for case No. 278/PHPU.BUP-XXIII/2025 on Wednesday, January 15, 2025. Deputy Chief Justice Saldi Isra and Constitutional Justices Ridwan Mansyur and Arsul Sani held the preliminary hearing for this case in panel 2 courtroom.
The Jayawijaya KPU has certified the following vote results: candidate pair 1 Anthonius Wetipo-Dekim Karoba with 15,555 votes, candidate pair 2 Atenius Murib-Ronny Elopere with 109,954 votes, candidate pair 3 Esau Wetipo-Korneles Gombo with 4,182 votes, and candidate pair 4 Jhon Richard Banua-Marthin Yogobi with 95,638 votes. In contrast, the Petitioners reported the following vote results: candidate pair 1 with 23,291 votes, candidate pair 2 with 77,111 votes, candidate pair 3 with 6,491 votes, and candidate pair 4 with 105,675 votes.
In the petitums, the Petitioners requested the Court to annul the Jayawijaya Regency KPU Decree No. 74 of 2024 on the certification of Jayawijaya regent election results. They also requested the Court to annul the minutes of vote count results at the regency level. Additionally, they hope the Court will disqualify and/or annul the candidacy of candidate pairs 1, 2, and 3. They further requested the Court to order the Jayawijaya KPU to do a revote in 40 districts, or at least in 20 districts that they specified, and to declare the correct votes according to them, and declare candidate pair 4 as the elected Jayawijaya regent-vice regent.
