JAKARTA (MKRI) — The Court ruled the petition for case No. 34/PHPU.BUP-XXIII/2025 on the 2024 Rokan Hulu regent election results dispute inadmissible. Chief Justice Suhartoyo delivered the ruling in the plenary courtroom with the other eight Justices in the plenary courtroom on Tuesday, February 4, 2025.
In its legal considerations, delivered by Chief Justice Suhartoyo, the Court asserted that the Petitioner did not satisfy the formal requirements of filing the petition, stating the Petitioners’ petition was obscured. Thus, the exceptions of the Respondent and the Relevant Party, which essentially states the Petitioner did not have legal standing to file a petition, was reasonable according to law.
“[The Court] adjudicated, in the exception of the authority or the deadline for petition submission. On the petition’s subject matter: to declare the Petitioners’ petition inadmissible,” said Chief Justice Suhartoyo with the other eight Justices.

At the preliminary hearing, the Petitioner requests the Court to annul the Rokan Hulu Regency KPU Decree No. 1293 of 2024 on the certification of the 2024 Rokan Hulu regent-vice regent election results issued on December 3, 2024 at 22:19 WIB. The Petitioners the vote results as follows: 99,731; 5,461; 102,846; 32,482; and 26,237 votes for candidate pairs 01 (Kelmi Amri–Asparaini), 02 (Murnis–Syamsurizal), 03 (Anton–Syafaruddin), 04 (Indra Gunawan–Andul Haris), 05 (Erizal–Rusli), respectively. There were 266,757 valid votes and 6,752 invalid votes, with a total of 273,509 votes.
The Petitioners objected to the vote counting results at 63 polling stations in Mahato Village, North Tambusai District, arguing that many permanent voters listed in the DPT did not receive voting invitations (C-notification) from the polling station working committee (KPPS). According to the district D-result DPT model forms, there were 20,262 eligible voters. However, among those who did not receive invitations, 2,976 were unknown voters, and 527 were living outside their registered domicile, as stated in the minutes of the 2024 election notifications. In total, 3,503 DPT voters in Mahato Village did not receive invitations. Furthermore, the Petitioners argued that at 28 polling stations in North Tambusai Village, located within the plantation area of PT Torganda, 1,528 voters did not receive C-notification. Of these, 1,178 voters were affected, including 350 who were living outside their registered domicile, as recorded in the aforementioned minutes.
