Kelmi-Asparaini Request a Revote at 91 Polling Stations in Rokan Hulu

JAKARTA (MKRI) The Rokan Hulu regent-vice regent candidate 01 Kelmi Amri and Asparaini filed a petition requesting the annulment of Rokan Hulu KPU (Elections Commission) Decree No. 1293 of 2024 on the certification of the 2024 Rokan Hulu regent-vice regent election results on Tuesday, December 3, 2024. Chief Constitutional Justice Suhartoyo presided over the preliminary hearing for this case alongside Constitutional Justices Daniel Yusmic P. Foekh and M. Guntur Hamzah on Thursday, January 9, 2025.

At the hearing for Case No. 34/PHPU.BUP-XXIII/2025, the Petitioners’ legal counsel, Eva Nora, explained the KPU had certified 99,731; 5,461; 102,846; 32,482; and 26,237 votes for candidate pairs 01 (Kelmi Amri–Asparaini), 02 (Murnis–Syamsurizal), 03 (Anton–Syafaruddin), 04 (Indra Gunawan–Andul Haris), 05 (Erizal–Rusli), respectively. There were 266,757 valid votes and 6,752 invalid votes, with a total of 273,509 votes.

The Petitioners objected the vote counting results at 63 polling stations in Mahato Village, North Tambusai District as many permanent voters in the DPT list did not receive voting invitations (C-notification) from the polling station working committee (KPPS). The district D-result DPT model forms showed 20,262 eligible voters, while among the voters who did not receive invitations, 2,976 were unknown voters and 527 voters were living outside their domicile according to the minutes of the 2024 election notifications. A total of 3,503 DPT voters did not receive invitations in Mahato Village.

Moreover, the Petitioners argued that forms at 28 polling stations in North Tambusai Village, located in the plantation area of PT Torganda, 1,528 voters did not receive C-notification. There were a total of 1,178 voters, 350 of whom were living outside their domicile according to the minutes mentioned above.

“The Petitioner requests the Court to: 1) annul the Rokan Hulu Regency KPU Decree No. 1293 of 2024 on the certification of the 2024 Rokan Hulu regent-vice regent election results issued on December 3, 2024 at 22:19 WIB; and 2) order the Rokan Hulu Regency KPU to do a revote at 63 polling stations in Mahato Village, North Tambusai District and 28 polling stations in the PT Torganda plantation area, without the participation of candidate pair 03 no later than four months after the decision is handed down,” added Eva reading the Petitioner’s petitums from the plenary courtroom.
