JAKARTA (MKRI) – When the registration for candidate pairs for the 2024 Mamberamo Raya regent election opened, the KPU (Elections Commission) received only four prospective candidate pairs as follows: Matius-Dius, Alfons-Yakobus, and Robby-Kevin pairs registered on August 28, 2024, while Ever-Mada pair registered on August 29, 2024. The registration files of all four prospective pairs were then accepted and declared complete.
This statement was delivered by the Mamberamo Raya Regency KPU (Respondent), represented by legal counsel Mulya Sarmono in the examination hearing for Case No. 282/PHPU.BUP-XXIII/2025 concerning the 2024 Mamberamo Raya regent election results dispute on Thursday, January 30, 2025. The hearing was presided over by Chief Justice Suhartoyo (panel chair) and Constitutional Justices Daniel Yusmic P. Foekh and M. Guntur Hamzah to hear the Respondent, the Relevant Party, and Bawaslu (Elections Supervisory Body) on panel 1.
Responding to the Petitioners’ (Candidate Pair Mamberamo Raya 3 Ever Mudumi-Mada Marlince Rumaikewi) arguments, Mulya said that it was not true that the Respondent had rejected Terianus–Samuel. In principle, the Respondent had carried out the stages by treating all parties fairly and equally.
“When the KPU announced and opened registration from August 27-29 2024, only 4 prospective candidates [registered] and the process was carried out until the certification of four candidate pairs. Meanwhile, it was argued that no one consulted the KPU regarding the request for access to Silon (candidate information system) and registration, so the KPU only accepted 4 candidates, so [Terianus–Samuel] did not register,” said Metu Salack Kowi, representing the Mamberamo Raya Regency KPU.

At the preliminary hearing on Wednesday, January 15, 2024, the Petitioners requested that the Court annul the Mamberamo Raya Regency KPU Decree No. 250 of 2024 concerning the certification of the 2024 Mamberamo Raya Regency election results. They argued that the Mamberamo Raya KPU’s failure to accept the candidate pair for regent and vice-regent, supported by a coalition of political parties without seats in the DPRD (regional legislative council), had violated Court Decree No. 60/PUU-XXII/2024, dated August 20, 2024. The decree should have been used as a reference for the nomination requirements of candidate pairs for the election through political party channels.
The Petitioners argued that six political parties (PKB, Garuda, PKS, UMMAT, PKN, and Gelora) did not have seats in the DPRD, which was pursued further by the Respondent through KPU Decree No. 50 on the certification of the 2024 Mamberamo Raya Regency DPRD election results. The Petitioners claimed that due to the Respondent’s fraud and negligence, the coalition of political parties without DPRD seats that nominated Terianus Levin Bisararisi–Samuel Alle was rejected by the KPU due to not having seats in the DPRD.
Concerning the vote count for the candidate pairs, the Petitioners noted that, according to the Respondent, Candidate Pair 1 Robby Wilson Sumansara–Kevin Totow received 11,648 votes; Candidate Pair 2 Matius Fuyeri–Dius Enumbi received 5,970 votes; the Petitioners received 2,847 votes; and Candidate Pair 4 Alfon Sesa–Yakobus Britai received 5,551 votes, totaling 21,040 valid votes. Yet, the Petitioners argued that the Respondent had been unprofessional in handling the voting process at all TPS (polling stations) in Mamberamo Raya Regency. For instance, the Respondent initially counted votes on a plywood board before transferring the results to C-results plano form and C-result copy. They further argued that vote inflation occurred, facilitated by KPPS (polling station working committee) and the campaign team of Candidate Pair 1, to secure their victory. As a result, the Petitioners refused to sign the D-results copy form.
