KPU Distributes 88.3 Percent of Voting Invitations in Kampar Regent Election

JAKARTA (MKRI) — The Kampar Regency Elections Commission (KPU) as Respondent admitted to having distributed C-notification model forms or voting invitations to all registered voters in the final voter list (DPT) for the 2024 Kampar regent election. However, only 530,989 voters, or 88.3% of the total 601,561 registered voters, received the invitations. This statement was delivered by the Respondent in response to the petition for Case No. 29/PHPU.BUP-XXIII/2025 on the Kampar regent election results dispute in the Constitutional Court (MK).

“We distributed C-notification (forms) to 601,561 voters listed in DPT through our PPK (district election committees), PPS (polling committees), and KPPS (polling station working committees),” said the Kampar KPU chairman Andi Putra, accompanied by legal counsel Sutanto, at the examination hearing on Thursday, January 30, 2025 in one of the courtrooms. The hearing was held to hear testimonies from the Respondent, the Relevant Party, and Bawaslu (Elections Supervisory Body).

Andi stated that the Petitioners’ witnesses had refused to sign the vote count results at the district and regency levels solely due to low voter turnout. However, they did not raise objections on other grounds, particularly the voting and vote-counting process.

“The witnesses objected solely to signing the vote count results due to voter turnout,” said Andi.

At the previous hearing, Kampar regent-vice regent candidates 04 Yuyun Hidayat and Edwin Pratama Putra (Petitioners) argued that the Kampar KPU had failed to distribute 71,806 voting invitations to registered voters listed in DPT. The Petitioners claimed that this failure, affecting 12% of the total final voters, constituted a violation that resulted in voters losing their right to vote, a loss of potential votes for the Petitioners, and a low voter turnout.

The Kampar KPU stated that they had never collaborated with any candidates’ campaign team to distribute C-notification forms to voters. However, the KPU clarified that 70,572 voters, or 11.7% of those who did not receive the forms, were still able to exercise their voting rights at polling stations (TPS) by presenting their electronic ID cards.

Therefore, the Respondent rejected the Petitioners’ claim that not distributing the forms was the election organizer’s biased act in favor of Candidate Pair 03 Ahmad Yuzar-Misharti to suppress votes for the Petitioners. The Respondent also stated that the local Bawaslu had neither issued a report nor made any recommendations regarding the alleged violation.

KPU Denied Alleged Mobilization

Meanwhile, the Relevant Party denied allegation that Ahmad Yuzar, in his capacity as interim regional secretary of Kampar, had mobilized state civil apparatus (ASN) and village heads to support his candidacy in the 2024 Kampar regent election. The Relevant Party argued that the Petitioners failed to provide concrete evidence to prove these claims.

“Election organizers, such as the KPU and Bawaslu, have never declared any violations or unlawful mobilization of ASN,” said the Relevant Party’s legal counsel Moh. Fadly before Deputy Chief Justice Saldi Isra and Constitutional Justices Ridwan Mansyur and Arsul Sani on panel 2.

The Respondent and the Relevant Party requested the Court to reject the Petitioners’ petition in its entirety and to affirm the validity of the Kampar KPU Decree No. 1936 of 2024 on the certification of the Kampar regent election results. According to the KPU’s decree, the final vote acquisition was as follows: Candidate Pair 01 Repot-Rahmat Jefari Juni Ardo secured 90,695 votes; Candidate Pair 02 Yusri-Rinto Pramono received 57,213 votes; Candidate Pair 03 Ahmad Yuzar-Misharti obtained 109,148 votes; and Candidate Pair 04 Yuyun Hidayat-Edwin Pratama Putra garnered 102,693 votes. Meanwhile, in their petitums, the Petitioners requested the Court to annul the Kampar KPU Decree and to order a revote across the regency or, at a minimum, at all polling stations within the districts of Siak Hulu, Tapung Hulu, Tapung Hilir, and Tapung.

Bawaslu Received Report on Alleged Partiality

Meanwhile, the Kampar Bawaslu reported receiving an allegation of violations concerning ASN and village heads’ neutrality. However, the report could not provide sufficient evidence to substantiate claims of statements, actions, or interventions by the interim Kampar regent to district heads and village heads to support specific candidates during the coordination meeting for the preparedness of the simultaneous regional election.

However, the report regarding alleged ASN partiality involving the interim head of Pulau Belimbing Village in Kuok District and the participation of the Kampar Kiri Hilir district head at the syukuran (thanksgiving) event held by Candidate Pair 03 was forwarded for recommendation to the National Civil Service Agency (BKN) via the integrated sharing system (SBT) application. To date, the recommendation has not been followed up.

“[There is] an order from the Ministry of Administrative and Bureaucratic Reform to postpone all incoming reports, as the formation of a task force team for the examination of reports by BKN remains ongoing,” said Kampar Bawaslu member Mustaqim Akbar.
