JAKARTA (MKRI) – Kampar regent-vice regent Candidates 04 Yuyun Hidayat and Edwin Pratama Putra stated that the Kampar Election Commission (KPU) as the Respondent had allegedly failed to distribute 71,806 voting notification letters (C-notification KWK model forms) to voters in the final voters list (DPT). This issue was raised by the Petitioners in Case No. 29/PHPU.BUP-XXIII/2025 at the preliminary examination hearing on the 2024 Kampar regent election results dispute on Wednesday, January 15, 2025.
“The [KPU failed to] distribute 71,806 voting notification letters to [eligible] voters,” said legal counsel Muhammad Rais Hasan before Deputy Chief Justice Saldi Isra (panel chair) and Constitutional Justices Ridwan Mansyur and Arsul Sani on panel 2 in one of the courtrooms.
The Petitioners explained that the C-notification KWK model forms, which the Respondent had not distributed to voters in all districts, accounted for 12 percent of the total final voters list (DPT) of Kampar Regency. They further stated that during the recapitulation, both the Petitioners’ witnesses and other candidate witnesses inquired about the reason for the withholding of the forms.
According to the Petitioners, the Respondent justified it by claiming rain as the reason. However, it was later revealed that the Respondent, in collaboration with the campaign team of Candidate Pair 03, had distributed the forms alongside envelopes containing money to influence voters to support the pair. One such incident occurred at TPS 001 in Pulau Godang Village, Koto Kampar District, where 20 sheets of the forms were found in the hands of Jon Kenedi as a campaign team member.
In addition, administrative violations and election crimes, including the loss of citizens’ right to vote due to not receiving a voting invitation, forgery of witness signatures on C-1 forms in Siak Hulu District, and double voting in one or more polling stations, contributed to the situation. The Petitioners stated that these actions by the Respondent resulted in the loss of citizens’ voting rights and low voter turnout.
ASN’s Bias
The Petitioners also argued that there was bias involving state civil apparatus (ASN), village heads, and neighborhood unit/community unit leaders (RT/RW) in Kampar Regency. It was claimed that as interim regional secretary of Kampar, Regent Candidate 03 Ahmad Yuzar had replaced 97 village heads in less than six months prior to the determination of the candidate pairs.
The Petitioners also highlighted a close and mutually reinforcing emotional relationship between Ahmad Yuzar and Kampar acting regent Hambali. On November 26, 2024, one day before the election, the acting regent allegedly invited all village heads and district heads to a meeting at the Kampar regent’s office hall. According to the Petitioners, the purpose of this meeting was to prepare for the election, but it was reported that one of the participants claimed the meeting involved instructions to support Regent Candidate 03 Ahmad Yuzar.
Based on the Kampar KPU Decree No. 1936 of 2024 on the certification of the Kampar regent election results, the vote acquisition for the candidates was as follows: Candidate Pair 01 Repot-Rahmat Jefari Juni Ardo with 90,695 votes, Candidate Pair 02 Yusri-Rinto Pramono with 57,213 votes, Candidate Pair 03 Ahmad Yuzar-Misharti with 109,148 votes, and Candidate Pair 04 Yuyun Hidayat-Edwin Pratama Putra with 102,693 votes. However, the Petitioners requested that the Court annul the decree and order the Kampar KPU to conduct a revote in all districts across the regency, particularly at polling stations in Siak Hulu, Tapung Hulu, Tapung Hilir, and Tapung Districts.
