JAKARTA (MKRI) – The 2024 Lanny Jaya Regency election results dispute examination hearing was held on Friday, January 24, 2025, presided over by Constitutional Justice Arief Hidayat (panel chair) and Constitutional Justices Anwar Usman and Enny Nurbaningsih. Candidate Pair 01 Yemis Kogoya-Tanus Kogoya (Petitioners) revealed a significant decrease in votes in six districts at the recapitulation level in the regency.
The examination hearing addressed several allegations raised by the Petitioners concerning discrepancies in vote acquisition across various districts. The Lanny Jaya Regency KPU (Elections Commission) clarified that the final voter list (DPT) for the 2024 Lanny Jaya regent election initially recorded 185,023 voters across 453 polling stations (TPS). After voter transfers, the DPT was adjusted to 185,022 voters.
The Respondent’s legal counsel Muhammad Wiman Wibisana stated that the voting process on November 27, 2024, proceeded smoothly across all TPS located in 39 districts, despite the Petitioners’ argument that voting did not occur in Poga and Melagi District. “Accordingly, the Respondent rejects this allegation, deeming it unfounded,” he explained.
Furthermore, Wiman said that during the plenary recapitulation process at the district level, the Lanny Jaya Regency Bawaslu provided several recommendations for improvements related to the voting results in various districts such as Goa Salim, Yiluk, Muara, Mokoni, and Kolawa. "All of these improvements have been fixed," he asserted.
Wiman further stated that the Lanny Jaya Regency KPU acted following the Lanny Jaya Regency Bawaslu's recommendations, including the vote count adjustment for three candidate pairs: Yemis Kogoya-Tanus Kogoya received an additional 714 votes, Aletinus Yigibalom-Fredi Ginia Tabuni gained 2,459 votes, and Galon Tan Wanimbo-Wundien Yikwa received 919 votes. These adjustments were made based on the suggested improvements.
The Relevant Party Aletinus Yigibalom-Fredi Ginia Tabuni, represented by their legal counsel M. Imam Nassef confirmed that the Petitioners deliberately damaged the integrity of the noken voting process at the TPS. They argued that the Petitioners unlawfully manipulated and altered the C-Results-KWK Model Form and D-Results-District-KWK-Regent/Mayor Model Form, particularly in nine districts, in violation of legal provisions. This included carelessly using correction fluid to modify vote tallies on the C-Results-KWK Model Form.
“During the Regency Level Recapitulation Plenary Meeting, the following facts were revealed. When the reading of the vote acquisition based on the D-District Results-KWK-Regent/Mayor Model Form of Yiluk District, by the PPD (district election committee) of Yiluk District, it was conveyed that one of the PPD members with the Petitioners’ team uploaded the vote acquisition results as contained in C-Results-KWK Model Form into the Sirekap Application which had been changed/manipulated by crossing it out. So, the vote acquisition based on D-District-Results KWK-Regent/Mayor Model Form that was read was no longer genuine,” explained Imam.
During the examination hearing, the Lanny Jaya Regency Election Supervisory Body (Bawaslu), represented by Dorkas Tabuni disclosed several irregularities in the vote recapitulation process for the 2024 regent election. Following the monitoring report issued on December 5, 2024, Bawaslu discovered that one of its members, Derkas Tabuni, had been held hostage by supporters of Candidate Pairs 1 and 3 at the Lanny Jaya Regency KPU office.
Bawaslu further reported that on December 10, 2024, a similar incident at the Nawi Abua Tiom Hotel, where supporters of Candidate Pair 01 held both the Bawaslu Chairperson and the KPU Chairperson hostage and vandalized the KPU Chairperson's car. This has further highlighted concerns about the security and integrity of the election process in the region.
In a report dated December 7, 2024, candidate pair 02’s witnesses raised objections to the Bawaslu, stating that the announced results did not align with those observed in the field, particularly in Goa Salim District. This discrepancy led Bawaslu to recommend corrective actions to the KPU, including a vote recount in several districts.
The riots on December 14, 2024, compelled the KPU to relocate the plenary vote recapitulation to the Highland Papua Province KPU Office in Wamena. During the plenary session, clashes erupted between supporters of the candidate pairs, leading to arson and further unrest, escalating tensions in the election process.
Bawaslu issued several recommendations to the KPU, including recommendations to recount and rectify the vote turnout in districts where irregularities were identified. Additionally, they directed the PPD across Lanny Jaya Regency to finalize the vote results based on the outcomes recorded at the TPS level.
“Bawaslu issued a letter of suggestion for improvement to the Lanny Jaya KPU in the plenary recapitulation on December 7, 2024, for the Yiluk District, Muara District, Mokoni District, and Kolawa district," said Dorkas Tabuni.

Candidate Pair 01 Yemis Kogoya-Tanus Kogoya filed a petition for the Lanny Jaya regent election results dispute to the Court. The Petitioners for Case No. 285/PHPU.BUP-XXIII/2025 revealed a significant decrease in votes in six districts at the recapitulation in the regency level.
The Petitioners outlined that their vote count was reduced by 321 votes in Mokoni District. The C-Results Form from ten polling stations and the D-Results Form at the district level initially secured 2,517 votes. Yet, in the district-level recapitulation, this figure was reduced to 2,196 votes. A similar discrepancy occurred in Gowa Balim District, where the C-Results Form from ten polling stations showed that the Petitioners should have received 1,568 votes. Following the regency-level recapitulation, their votes were reduced to 714, a loss of 854 votes.
Furthermore, the Petitioners accused the Respondent of committing a serious violation by failing to hold elections in Melagi District while still issuing C1-Results Forms for all polling stations in the district. The alleged fictitious data was subsequently uploaded into Sirekap and used as the basis for the D-Results Form at the regency level.
Therefore, the Petitioners requested the Court to certify the restoration of the reduction in their votes based on the C1-Results Form at each polling station (TPS) in six districts: Mokoni, Goa Balim, Kolowa, Yiluk, Muara, and Buguk Gona.(*).
