Yemis Kogoya-Tanus Kogoya Allege Vote Reduction by Lanny Jaya Regency KPU

JAKARTA (MKRI) – Candidate Pair 01 Yemis Kogoya–Tanus Kogoya (the Petitioners) filed a petition for Case No. 285/PHPU.BUP-XXIII/2025 concerning the Lanny Jaya Regency election results dispute to the Court. The Petitioners stated the significant decrease of votes in six districts on regency-level recapitulation.

The preliminary hearing was presided over by Constitutional Justice Arief Hidayat (panel chair) and Constitutional Justice Anwar Usman and Enny Nurbaningsih. Rizal (legal counsel) mentioned that the vote count between C-Results form in the polling station lever and D-Result form in the district level should be equal. However, the Petitioners believe that the Lanny Regency KPU (Elections Commission) reduced their vote count during the regency-level recapitulation.

The Petitioners further explained that their votes reduced 321 votes in Mokoni District. Based on C-Results Form from ten polling stations and D-Results Form at the district level, they obtained 2,517 votes. However, during the recapitulation at the regency level, it was reduced to 2,196 votes. A similar case also occurred in Gowa Balim District, based on C-Results Form from ten polling stations, the Petitioners should have obtained 1,568 votes, but they gained 714 votes after the regency-level recapitulation, a reduction of 854 votes.

"The Petitioners experienced a vote reduction in Mokoni District of 321 votes. Based on the C-Results (Form) from 10 TPS and the D-Results (Form) at the district level, their vote acquisition was 2,517 votes. However, in the regency-level recapitulation, it changed to 2,196 votes. This resulted in a vote reduction of 321 votes for the Petitioners in Mokoni District," said Rizal.

In Kolawa District, the Petitioners’ votes were reduced by 391 votes. According to the C-Results Form and D-Results Form at the district level, they received 836 votes, but this dropped to 445 votes in the regency-level recapitulation. Meanwhile, Candidate Pair 02, who was declared the winner, saw an increase in votes from 3,113 to 3,213, and Candidate Pair 03, who initially had 0 votes, suddenly gained 291 votes. Additionally, in Yiluk District, the Petitioners’ votes were significantly reduced by 1,729 votes.

Additionally, the Petitioners accuse the Respondent of committing a severe violation, claiming that no election was held in Melagi District, yet C1-Results Forms were issued for all polling stations in the area. This allegedly fictitious data was uploaded to Sirekap and used as the basis for the Regency D-Results Form.

“The Respondent also acted in violation of laws and regulations by failing to conduct elections in Melagi District while deliberately issuing C1-Results Form for all polling stations in the district. These results were uploaded to Sirekap and subsequently recorded in D-Results Regency Form," stated Rizal.

Therefore, the Petitioners requested the Court to order the restore of the votes reduced, aligning them with the C1-Results Form for each polling station in six districts: Mokoni District, Goa Balim District, Kolowa District, Yiluk District, Muara District, and Buguk Gona District.(*)
