JAKARTA (MKRI) — The Constitutional Court (MK) rejected the petition filed by the People’s Conscience Party (Hanura) on the 2024 DPR-DPRD (House of Representatives-Regional Legislative Council) election results dispute petition in Manokwari 3 electoral district, West Papua. The ruling for case No. 69-01-10-34/PHPU.DPR-DPRD-XXII/2024 was delivered on Friday, June 7, 2024 in the plenary courtroom.
Constitutional Justice Arsul Sani, reading out the Court’s legal considerations, stated that Hanura (Petitioner) claimed a reduction by 200 votes during the recapitulation at Kampung Umnum, Tanah Rubuh Subdistrict due to objections to another candidate’s (PSI/Indonesia Solidarity Party) votes. This resulted in Hanura’s final vote count being adjusted to 341. Consequently, Hanura’s total vote count in Manokwari 3 was changed to 1,477 instead of 1,677.
The correction of PSI’s vote count was based on a verbal recommendation from the Manokwari Regency Bawaslu (Elections Supervisory Body) and executed by the Respondent (KPU), returning the 200 votes from Hanura to PSI. This action was in line with Article 59 of the KPU Regulation (PKPU) No. 5 of 2024. Therefore, Hanura’s claim of the 200-vote reduction was deemed unfounded and legally ungrounded.
“[The Court] adjudicated, relating to exceptions: to reject the Respondent’s exception; relating to the subject matter of the petition: to reject the Petitioner’s petition in its entirety,” said Chief Justice Suhartoyo delivering the verdict.

Hanura’s Votes Transferred to PSI in Manokwari
At the preliminary hearing on Friday, May 3, the Petitioner mentioned that 200 of its votes were transferred to PSI in Warmare, South Manokwari, and Tanah Rubuh Subdistricts. Therefore, Hanura petitioned the Court to annul the KPU Decree No. 360 of 2024 on the nationwide certification of the 2024 legislative election results of the DPR (House of Representatives), DPD (Regional Representatives Council), and Provincial and Regency/City DPRD (Regional Legislative Council) announced on March 20, 2024.
Comparing data of Hanura’s and PSI’s vote acquisition in the 3 subdistricts, the Petitioner (Hanura) explained that it should have had 1,677 votes, but according to the Respondent it only had 1,477 votes. PSI’s votes were 654 according to the Respondent and 454according to the Petitioner, so there was a difference of 200 votes. The Petitioner said at TPS 01 of Umnum Village, Rubuh Subdistrict, it experienced a vote reduction. PSI candidate Masimus Suga also stated that he had transferred votes at the polling station, then wanted to withdraw them. According to the Petitioner, the transfer of 200 votes to PSI was clearly unjustified because it violated Article 48 paragraph (6) letter f of KPU Decree No. 5 of 2024.
