JAKARTA (MKRI) — The Constitutional Court (MK) continued the hearing for case No. 203-01-09-37/PHPU.DPR-DPRD-XXII/2024 petitioned by the Nusantara Awakening Party (PKN) for the 2024 legislative election results dispute in electoral district Papua Pegunungan 1, Papua Pegunungan 2, and Pegunungan Bintang 1 in Papua Pegunungan Province. At the session to hear experts and witnesses, the Petitioner’s witness Irius Yikwa said PKN’s votes were reduced by 4,001 in Gamelia District.
“At the regency level, following the agreement in Gamelia District, it was agreed that 5,054 votes [would be given to] (legislative candidate) Dines Muni from PKN,” said Yikwa in the plenary courtroom on Friday, May 31, 2024.
Meanwhile, he added, PKN’s votes in Gamelia District determined by the General Elections Commission (KPU) as 1,053 votes. He had raised objections at the provincial level, but the time was limited, so the objection would be continued at the national level.
In the petition, the Petitioner (PKN) also alleged vote inflation for Gerindra (Great Movement Party) and the Democratic Party. Due to the vote inflation and reduction, the Petitioner alleged, it lost one the Papuan People’s Representatives’ Council (DPRP) seat in Papua Pegunungan 2.
Meanwhile, Bawaslu (Elections Supervisory Body) reported alleged violations and threats to witnesses and others to prohibit them from recording videos or photos during the voting process. In Tolikara Regency, there were instances of minors voting at four Gamelia District polling stations. Additionally, in Gunawgewak Village, Gamelia District, threats were made to witnesses, and it was reported that the remaining votes were not counted as per the agreement but were instead added to one of the political parties participating in the election.
Then, the report underwent an initial study and met the formal and material requirements, so a revote was recommended in three villages of Gamelia District.

The Petitioner previously argued that PKN’s vote share was reduced by 4,817 votes at the Jaya Wijaya Regency plenary session, from 6,116 to 1,299 votes. Additionally, the Jayawijaya Regency Bawaslu recommended that the KPU correct the vote count, stating that PKN received 4,600 votes. Due to this discrepancy, the Petitioner claimed that PKN lost a DPRP Papua Pegunungan seat in electoral district 1.
Additionally, PKN’s votes in Gamelia District, Lanny Jaya Regency, were reduced by 4,001 votes, from 5,054 to 1,059 votes. Meanwhile, the Democratic Party’s votes increased from 15,706 to 17,706 votes at the regency level, and Gerindra’s (Great Movement Party) votes rose from 3,249 to 5,250 votes. According to the Petitioner, these changes caused PKN to lose a DPRP seat in Papua Pegunungan 2. Furthermore, PKN’s vote share was reduced from 2,100 to 1,332 votes, resulting in the loss of a DPRD seat in Pegunungan Bintang 1.
In the petitum, the Petitioner asks the Court to annul the General Elections Commission (KPU) Decree No. 360 of 2024 as it pertains to the Papua Pegunungan Provincial DPRD seats in the electoral districts of Papua Pegunungan 1 and 2, as well as the election of Pegunungan Bintang Regency DPRD in the electoral district of Pegunungan Bintang 1. It also requests the Court to confirm PKN’s vote counts for the Provincial DPRD in Papua Pegunungan 1 at 13,723 votes and Papua Pegunungan 2 at 50,889 votes, as well as 2,100 votes for the Regency DPRD in the electoral district of Pegunungan Bintang 1.
