JAKARTA (MKRI) — Chief Justice Anwar Usman welcomed the Vice President of the National Center for State Course (NCSC) Jeffrey A. Apperson and the International Education Program Manager Isabelle L. Schrank on Wednesday, February 22, 2023 at the main building of the Constitutional Court (MK). Also in attendance were acting Secretary-General Heru Setiawan, International Affairs Division Immanuel Hutasoit, and several other staff members.
The chief justice expressed his hope that the NCSC delegation could enjoy their time in Indonesia and gain some insight into the Constitutional Court. He also expressed appreciation for the program that the NCSC is developing for the Court, stating that it was important for the Court to improve the quality of its decisions and the human resources that support such improvement.
“Furthermore, I hope that the recharging program can be well-managed and run smoothly. I hope that this program not only provides knowledge for employees, but also experience for the development of human resources in the Constitutional Court in the future. Additionally, I hope that this cooperation will expand in the future,” he said.

Apperson expressed his appreciation for the Court’s warm welcome and thanked the Court for inviting him to the 5th Congress of the WCCJ in October 2022. “In my 45 years of experience in the legal world, the 5th WCCJ Congress was the best congress I have ever attended,” he added.
Jeffrey also revealed that he had been preparing the recharging program for the Constitutional Court, where he invited NCSC’s International Education Program Manager Isabelle L. Schrank. The success of this program will be the organization’s main goal. “I myself will be directly involved to ensure that the recharging program, whose goal is to improve the Court’s decisions, will run well,” he added.
Meanwhile, when opening a discussion for the Registrar’s Office and the Secretariat-General of the Constitutional Court, Acting Secretary-General Heru Setiawan announced that the Court would cooperate with NCSC and the William and Mary Law School. “This recharging program will take place in Virginia and Washington, D.C. I believe that all staff members are very interested in this program and I hope that many employees will have the opportunity to participate,” said Heru.
On Monday-Tuesday, February 20-21, the Constitutional Court and NCSC held a coordination meeting to discuss the recharging program that select Constitutional Court employees will attend in the United States in June 2023. On the third day of the meeting, the NCSC delegation visited the Constitutional Court and talked to the Court’s staff.
