JAKARTA (MKRI) — The Constitutional Court’s (MK) Center for Information and Communication Technology (PusTIK) won the rotating SIKD Award in November 2022 for the sixth time in 2022 for its SIKD response speed. The award was conferred on Thursday, January 5, 2023 before Constitutional Justice M. Guntur Hamzah by acting Secretary-General Heru Setiawan at the meeting room on the 11th floor.

The center placed first for the award in June for its response speed of 1 hour 2 minutes, in July for its response speed of 1 hour 8 minutes, in September for its response speed of 1 hour 36 minutes, in October for its response speed of 1 hour 27 minutes, in November for its response speed of 2 hours 17 minutes, and in December for its response speed of 2 hours 1 minute.

Constitutional Justice M. Guntur Hamzah said in his remarks that the Court’s talent management system was not made by an external party and then used by the Court, but was created by the Court’s ICT Team with the help of relevant units.

“We made [the system] ourselves, so it started from 2020 until today. It took a process for us to perfect the system to fit the Court’s needs,” he said.

Meanwhile, acting Secretary-General Heru Setiawan said all staff members must be more aware of the use and benefits of the talent management system in order to support productive and efficient performance. “In the future there will be improvements so that the system can facilitate the needs of the institution,” he said.

The SIKD was first founded on the idea of fast and easy management of archives to facilitate an institution’s leadership and the general public. It aims to minimize the manual archives, which could lead to difficulties in finding archives when needed and even loss of archives—a constraint that hinders any organization.

The SIKD was founded as a solution to archival management issues using information technology. The central government’s national policy regarding the SIKD reflects President Joko Widodo’s Nawacita (nine Priorities Agenda), the electronic-based government system (SPBE), as well as the National Archives’ (ANRI) policy that mandates all institutions/agencies to use it to manage their archives. This is in line with the Court’s vision to uphold the Constitution through a modern and reliable judiciary.

The main objective of the SIKD is to provide an easy, fast, effective, and efficient archiving service. The Registrar’s Office and the Secretariat General of the Constitutional Court felt a significant change after using the SIKD application for archive management. For example, the use of paper and printer ink has drastically declined, leading to reduction of storage space. As a consequence, archive management has become more efficient, the speed of service delivery is higher, and data is more secure.
