JAKARTA, Public Relations—The petition revision hearing of the judicial review of Law No. 24 of 2009 on the National Flag, Language, Emblem, and Anthem (BBLNLK Law) unfolded in the Constitutional Court (MK) on Monday, March 7, 2022. Petitioner Ludjiono conveyed the revisions to the petition virtually from Situbondo Regency, East Java.
He affirmed the petition that he presented at the preliminary hearing. There was not much change to the petition overall, he said, safe for the argument that the law has disregarded the Law on the Formation of Legislation.
“That is the only addition and it has been elaborated in the background of the petition,” he said while conveying evidence P-1 to P-15 to the panel of justices chaired by Constitutional Justice Daniel Yusmic P. Foekh.

Petitioner: Bahasa Indonesia Undefined in BBLNLK Law
The petition for case No. 12/PUU-XX/2022 was filed by Ludjiono, a retired civil servant at the Health Office of Situbondo Regency, East Java. At the preliminary hearing on Tuesday, February 22, 2022, he questioned the lack of definition of bahasa Indonesia in Article 25, Article 30, and Article 40 of the BBLNLK Law.
He believes this is in violation of Article 28D paragraph (1), Article 28E paragraphs (1) and (2), and Article 28I paragraph (1) pf the 1945 Constitution, which guarantee his constitutional rights. His national identity in the form of KTP (resident identity card) is in bahasa Indonesia, but the definition of the language itself does not exist.
The Petitioner asserted that he needed legal certainty for his national identity or KTP, which is his most prized possession. He felt that his honor, prestige and dignity had been impaired, and his mind and conscience disturbed.
