JAKARTA (MKRI) — The Constitutional Court (MK), in collaboration with Gerakan Muda Pemerhati Desa (GMPD), organized a program to enhance citizens’ understanding of constitutional rights (PPHKWN) through the Constitutional Court Learning Center (MKLC). Running from July 6 to 24, 2026, the program brings together approximately 360 participants from across Indonesia and seeks to broaden public understanding, particularly among those engaged in village affairs, of citizens’ constitutional rights, the Constitution, and the mechanism for judicial review before the Constitutional Court.

GMPD Chairperson Wahyu Irawan expressed hope that the program would serve as a learning forum that not only broadened participants’ constitutional knowledge but also strengthened the capacity of both the organization and village communities. He encouraged participants to take full advantage of the opportunity by actively engaging in discussions and exchanging experiences.

“I hope this program will expand participants’ knowledge, provide a forum for discussion and the exchange of experiences, and foster their personal development,” he said.

Wahyu also encouraged all participants to actively ask questions throughout the training so that the knowledge they acquired could yield broader benefits.

“I hope this program will cultivate capable participants of integrity who can contribute both to the organization and to their respective village communities,” he added.

Meanwhile, Chief Justice Suhartoyo, who delivered the keynote address and officially opened the program, underscored that promoting citizens’ understanding of their constitutional rights was a collective responsibility and not solely the duty of the Constitutional Court. He described the collaboration with GMPD as a strategic avenue for extending constitutional awareness to village communities.

“Understanding citizens’ constitutional rights is indeed a collective responsibility. It rests not only with the Constitutional Court but also with all components of the nation, including GMPD,” he said.

Suhartoyo explained that village communities merited particular attention in the protection of constitutional rights because they frequently encountered various legal issues without fully understanding the available protection mechanisms. Through the PPHKWN program, participants were expected to identify their constitutional rights and understand the recourse available when those rights were impaired by the application of a law.

“Village communities also possess constitutional rights that must be protected. The crucial point is to cultivate this awareness so that people understand how to safeguard and assert their constitutional rights,” he said.

Furthermore, Suhartoyo emphasized that members of the public need not travel to Jakarta or retain legal counsel to file a petition for judicial review with the Constitutional Court. He explained that the Court had established partnerships with law faculties at state universities in various regions, enabling members of the public to obtain assistance in preparing and filing their petitions.

“The Constitutional Court has established partnerships with numerous law faculties throughout Indonesia. Members of the public can make use of these partnerships to file judicial review petitions when they consider their constitutional rights to have been impaired,” he explained.

He added that throughout the MKLC program, participants would receive instruction on the preparation and filing of judicial review petitions before the Constitutional Court. Accordingly, the program was expected not only to deepen their understanding of the Constitution but also to equip them with the practical skills required to assert constitutional rights appropriately through the available constitutional mechanisms.

“Through this program, participants are expected to develop a comprehensive understanding of how to protect and assert citizens’ constitutional rights when the application of a law is alleged to have infringed upon them,” Suhartoyo concluded.
