JAKARTA, (MKRI) – The Constitutional Court received a visit from students of the Master of Law Program, Graduate School, Faculty of Law, Universitas Sebelas Maret (UNS) Surakarta on Tuesday (05/12/2026). The field study visit was attended by 25 students, who were directly received by Junior Legal Analyst Muhamad Doni Ramdani.
Head of the Master of Law Program at the Faculty of Law UNS, Ayub Torry Satriyo Kusumo, stated that the activity is a mandatory program for law students to gain direct experience and knowledge from the working environment of the Constitutional Court. “This field study program is mandatory for law students in order to enhance their insight and understanding of the duties, functions, and strategic policies of the Constitutional Court,” Ayub stated.
In his presentation, Muhamad Doni Ramdani explained that the development of digital services implemented by the Court, including remote hearing mechanisms, had been established long before the COVID-19 pandemic. According to Doni, the implementation of the virtual conference (vicon) system emerged from cooperation between the Court and various universities, including the Faculty of Law UNS, to expand public access to constitutional justice. “The vicon program existed even before the COVID-19 pandemic. After cooperation with several campuses, including UNS, the public has been able to attend hearings remotely,” Doni explained.
Doni further added that case submissions can be filed online via email or through the application simpel.mkri.id, allowing the case registration process to be conducted quickly and efficiently. In addition, digital development has also enhanced public information disclosure. “When I was a law student, it was very difficult to obtain copies of decisions or hearing transcripts. However, at the Constitutional Court, documents are available on the website mkri.id within an hour after a decision is pronounced. The Court serves as a model of transparency for other judicial institutions,” he remarked.
The discussion then moved to the substance of one of the Court’s decisions, particularly the development of personal data protection issues from a constitutional law perspective. Doni referred to Constitutional Court Decision Number 137/2025, which is considered a significant milestone in personal data protection in Indonesia. According to him, the Court emphasized that cross-border data transfers and access to digital assets must take into account digital sovereignty and the rights of data subjects. “The law must be able to reach digital spaces without violating the boundaries of privacy established by the Constitution,” Doni explained regarding the Court’s perspective on technological developments.
Responding to the presentation, several students highlighted the need for stronger regulation on personal data protection, particularly in light of increasing issues arising from online gambling activities in various regions, including Ponorogo. Doni reaffirmed the Court’s position as a negative legislator, which differs from executive institutions. According to him, the Court cannot directly formulate policies or issue regulations without a petition from the public. “The Court is not like the executive, which can directly issue regulations. The Constitutional Court is a passive legislator—it requires a petitioner to file a case and must go through judicial proceedings,” he explained before the students.
Following the discussion and presentation session, the students continued their visit by directly observing a Court hearing. This opportunity provided them with firsthand experience in understanding the dynamics of constitutional proceedings and the process of judicial review at the Constitutional Court.
