JAKARTA (MKRI) — Chief Justice Suhartoyo of the Constitutional Court (MK) opened an online program on Enhancing Citizens’ Understanding of Constitutional Rights (PPHKWN) on Thursday, April 16, 2026. The program was attended by members of the Association of Pancasila and Citizenship Lecturers (ADPK) from across Indonesia as part of efforts to broaden constitutional understanding among academics.
In his remarks, Suhartoyo explained that based on Article 24C paragraph (1) of the 1945 Constitution, the Constitutional Court has several authorities, including reviewing laws against the Constitution, adjudicating disputes over the authority of state institutions, deciding on the dissolution of political parties, resolving disputes over general election results, and ruling on impeachment proceedings.
“The Court’s authorities do not explicitly include the duty to enhance citizens’ understanding of constitutional rights. However, institutionally, the Court has an additional mission to promote such understanding, not only among lecturers but also across the society,” he said.
Meanwhile, ADPK representative Tjipto Sumadi emphasized the importance of gaining a direct understanding of the Constitutional Court as one of the pillars of the state. He noted that the program provides a valuable opportunity to learn both the knowledge and values upheld by the Court.
“This opportunity is invaluable because we are not only gaining knowledge but also values. Previously, we understood the Constitutional Court only through media, but now we can learn directly from the primary source,” said Tjipto.
He added that the knowledge gained would be applied in the learning process for students as the next generation. “We must uphold the Constitution and pass it on to the next generation,” he said.
For your information, the PPHKWN program aims to enhance citizens’ understanding of their constitutional rights and will be held online for 23 days, from April 16 to May 8, 2026. A total of 189 Pancasila and Civic Education lecturers are participating in the program.
As part of strengthening learning, the Constitutional Court, through its Education Center, has developed the MK Learning Center (MKLC), an e-learning platform that facilitates public access, including for state administrators, to better understand constitutional rights.
Through the MKLC, participants are expected to increase their legal awareness and become more active, critical, and responsible as Indonesian citezen. They are also expected to better understand the role of the Constitutional Court within Indonesia’s constitutional system, including the procedural laws under its jurisdiction. (*)
