BPKP, First Institution to Participate in PPHKWN MKLC Event

JAKARTA (MKRI) – Chief Justice Suhartoyo opened the online Enhancing Understanding of Citizens' Constitutional Rights (PPHKWN) program on Thursday, April 9, 2026. This program was aimed at employees of the Financial and Development Supervisory Agency (BPKP).

In his remarks, Chief Justice Suhartoyo stated that Court is the institution authorized to review laws against the 1945 Constitution of the Republic of Indonesia (UUD NRI 1945). Laws should protect citizens' constitutional rights as a means to achieve prosperity. However, the norms established by lawmakers sometimes fail to protect citizens' constitutional rights.

"There are legal norms that actually don't protect citizens' constitutional rights, but instead can give rise to injustice and legal uncertainty," Chief Justice Suhartoyo said.

This is where the Constitutional Court steps in to protect citizens who have suffered constitutional losses. The Court's role is to restore citizens' constitutional rights.

Chief Justice Suhartoyo explained further the Court's authority to handle disputes over general election results, both legislative and presidential. The Court's authority extends to ruling on the dissolution of political parties and resolving disputes over the authority of state institutions whose powers are stipulated in the constitution.

Chief Justice Suhartoyo hopes participants will gain a detailed understanding of how citizens' constitutional rights are upheld through the Court's authorities. To deepen this understanding, participants can ask questions to the speakers who will be presenting the material at this event.

Previously, Sally Salamah, Deputy for Supervision of Government Agencies in the Political, Security, Legal, Human Development, and Cultural Affairs of the BPKP, stated in her remarks that 145 BPKP employees from the head office and representative offices at the provincial level participated in the event. She hopes that through this event, participants will improve their literacy regarding the rights and obligations of citizens guaranteed by the 1945 Constitution of the Republic of Indonesia and the values ​​of Pancasila in national and state life, as well as their understanding of the procedures and mechanisms of proceedings at the Court.

"Increasing understanding of constitutional rights is not just an educational need, but also an urgent need for citizens to understand their rights, which are the pillars of a healthy democracy," Sally said.

Sally also urged the 145 employees participating in the event to concentrate on the material presented. Finally, Sally expressed her appreciation to the Court (MK) for being the first institution to participate in the three-week PPHKWN program, which ran from April 9 to May 1, 2026, through the Constitutional Court Learning Center (MKLC) e-Learning application .

The MKLC is an educational facility provided by the Court to improve constitutional literacy for the wider public, including academics. The MKLC provides interactive learning spaces, a gallery of historical decisions, and various sources of information on the Court's duties and functions

The e-Learning program developed by Court is expected to provide easier access for citizens and state administrators to improve their understanding of the rights of citizens as stipulated in the Constitution. This education aims to strengthen legal awareness among the public, enabling them to be more active, critical, and responsible in their national and state life. Furthermore, it is expected to provide an overview of the Court's role in Indonesia's constitutional system and provide comprehensive information on the Procedural Law under the Constitutional Court's jurisdiction.
