JAKARTA (MKRI)-The Constitutional Court (MK) held an inauguration and oath-taking ceremony for civil servants (PNS) in functional positions on Monday, January 12, 2026, at the 10th Floor Lobby of Building I of the Court. Two Court employees, Dewi Rahmawati and Faizal Fajar Insani, were officially inaugurated from their previous positions as Skilled Archivists to become First Expert Archivists.

The inauguration was based on the Secretary-General’s Decree No. 485 of 2025, dated December 22, 2025, on the appointment of civil servants in functional positions through transfer from the skills-based functional position category to the expertise-based functional position category within the Registrar’s Office and the Secretariat-General of the Constitutional Court. This inauguration forms part of efforts to strengthen the professionalism of the Court’s state civil apparatus, particularly in supporting records management governance that keeps pace with technological developments.

In his remarks, Secretary-General of the Constitutional Court Heru Setiawan congratulated the inaugurated employees. Heru said the inauguration not only marked a change in position but also served as momentum to enhance the capacity and responsibilities of the state civil apparatus.

"I am grateful and I extend my congratulations to the inaugurated employees. This inauguration must be understood as an increase in capacity accompanied by a greater mandate, so that it has a tangible impact on the Constitutional Court and the public," said Heru Setiawan.

Heru explained that the paradigm of civil service positions has shifted. Whereas structural or managerial posts were once the primary goal, functional positions have now emerged as professional posts requiring certain expertise and technical skills in public services. "Functional positions provide a professional space for civil servants to work based on their respective competencies and expertise," he said.

Heru further highlighted the strategic role of archivists and records management in the digital era. He likened archives to an institution’s memory that must be managed properly so they can be easily searched for and found. "Archives are an institution’s memory. If archives are properly managed, easily accessible, and well organized, they will enrich institutional knowledge and support decision-making," he stressed.

According to Heru, the Court has implemented a digital records management system through the Dynamic Archival Information System (SIKD/Sistem Informasi Kearsipan Dinamis). Going forward, digital records management will evolve into big data that serves as an important reference in policy formulation.

"The digitization of records will make archives part of big data, which is crucial in supporting data-driven decision-making," Heru concluded at the inauguration attended by Head of the General Affairs Bureau Budi Wijayanto, Head of the Human Resources and Organization Bureau Sri Handayani, and other Court employees.
