China Law Society Explores Cooperation with Indonesian Constitutional Court

JAKARTA, (MKRI) – A delegation from the China Law Society (CLS) and Peradi visited the Constitutional Court (MK) on Tuesday, December 9, 2025. The visit, led by Yang Wanming, Vice President of the China Law Society, aimed to expand cooperation between legal and judicial organizations in Indonesia, particularly the Court, and various other legal and governmental institutions in China.

Yang stated that his organization, as a representative of the Chinese people's legal organization, is willing to serve as a bridge between the Chinese and Indonesian judiciaries. He hoped that representatives of the Indonesian Constitutional Court would be able to visit China in the future.

“During this brief visit, we are very interested in learning about the history of the constitution in Indonesia. We also want to know the differences between the scope of the Indonesian Constitutional Court and the Indonesian Supreme Court,” said Yang, who was accompanied by Du Lin (Deputy Director of the China Legal Consultation Center), Wang Qing (Inspector of the Membership Department of the China Law Society), Liu Haiyan (Deputy Director of the Legal Training Center of the China Law Society), Zuo Jin (Division Director of the First Division of the International Department of the China Law Society), and Ma Tiancheng (Assistant Research Fellow of the Institute of Law of the China Law Society).

In addition, Yang said the presence of the Chinese Embassy in Indonesia could also be used to build the information needed to follow up on future cooperation. Yang Wanming expressed his gratitude for the warm welcome he received from the Indonesian Constitutional Court.

Academic Cooperation

The visit by the delegation from the China Law Society and Peradi was received by the Head of the Public Relations and Protocol Bureau of the Court, Pan M. Faiz, accompanied by the Head of the Foreign Cooperation Division of the Constitutional Court, Immanuel Hutasoit. Faiz provided a brief overview of the Indonesian Constitutional Court and its role in constitutional law.

Faiz stated that this opportunity for cooperation was welcomed because the Indonesian Constitutional Court not only maintains cooperation among state institutions but also expands its activities by engaging the academic community across various circles. Faiz acknowledged that the Court has several facilities, such as the Constitutional History Center (Puskon MK) and the Pancasila and Constitution Education Center (Pusdik MK), to introduce law and the constitution to the broader community. In addition, the Indonesian Constitutional Court is also part of the Permanent Secretariat of the AACC.

“In this regard, we have a cooperation agreement between the Indonesian Constitutional Court and 64 universities throughout Indonesia. Our cooperation is always academic-based, so if the basis of the cooperation is such, then we can also relay these matters to all universities that are partners of the Court later,” explained Faiz.

Responding to Yang's question about the Constitutional Court and the Supreme Court, Faiz explained the differences in their respective authorities in simple terms. In short, the Indonesian Supreme Court can decide on criminal, civil, administrative, and religious cases. Meanwhile, the Indonesian Constitutional Court has jurisdiction over constitutional and political cases. On this occasion, Faiz also invited the group to visit the Court's Puskon to learn more about the history of constitutional development in Indonesia.

Meanwhile, Immanuel Hutasoit added some notes regarding the presence of his division, which is responsible for foreign cooperation at the Court. "We welcome this visit with CLS and Peradi, and in the future, we can discuss collaboration by holding discussions or public lectures with mutually determined themes. Subsequently, the Indonesian Constitutional Court will send an official invitation to the Chinese Embassy to request the attendance of Chinese representatives at the Constitutional Court Special Plenary Session, which is scheduled for early January 2026," said Hutasoit.

Peradi representatives who accompanied the CLS representatives to the Court include Johannes Sahetapy-Engel as Chair of Peradi's International Cooperation Division, Nixon Sipahutar as Secretary of Peradi's Cooperation Division, Lia Aliria as Deputy Chair of Peradi's International Cooperation Division, Rima Baskoro as Member of Peradi's International Cooperation Division, and Peradi members, namely Unisya Savira, Sudaryana, Ruth Simamora, Ricka Kartika, and Tiffany Drva.
