JAKARTA, MKRI – The Ministry of State Secretariat’s Government Translators and Interpreters Development Center (Pusbinter) conducted a comparative study on journal management to the Constitutional Court (MK) on Wednesday, December 3, 2025. This activity aims to strengthen knowledge and strategies in academic system management, particularly regarding the implementation of the Open Journal System (OJS), improving the quality of articles, and strategic steps toward national and international journal indexing.

During the visit, the head of the Center for Research, Case Review, and Library Management Kurniasih Panti Rahayu; constitutional justice advisor Abdul Basid Fuadi, and journal administrator Adam Ilyas, who gave presentations on the Court’s experience and strategies in managing academic journals—Jurnal Konstitusi and Constitutional Review.

History of Court’s Academic Journals

The speakers explained the long journey of publishing the Constitutional Court’s academic journals. Jurnal Konstitusi was first published in 2004, while Constitutional Review began publication in 2015. Both journals have implemented OJS for manuscript management, peer-review systems, and publication.

Jurnal Konstitusi has now achieved several milestones, starting from Sinta 2 accreditation in 2018, being indexed by Scopus on June 29, 2024, to obtaining Sinta 1 accreditation on November 19, 2024. Meanwhile, Constitutional Review has been indexed by Scopus since 2021.

This comparative study activity provided a forum for discussion between the Cabinet Secretariat and the Constitutional Court to exchange experiences in managing academic publications. The strategies and best practices implemented by the Court can be adapted by other government institutions to strengthen the national publication ecosystem.

Journal management requires synergy between human resources, systems, and institutional commitment. The success of a journal is not built overnight, but through consistency, evaluation, and continuous improvement.

This comparative study visit is expected to be the first step in improving the quality of scientific publications within the Ministry of State Secretariat, particularly in supporting the professionalism of translators and manuscript managers through an international standard-based publication system.
