JAKARTA (MKRI) – Legal Affair and Registrar Administration Bureau of the Court held Validity Test of Thematic Decisions Compilation 2025 on Thursday, November 6, 2025 in the meeting room of the Court building I. The event aims to make easier for the public to access and understand the Court’s decisions.
The event was officially opened by Court’s Secretary-General Heru Setiawan who also delivered the keynote address. In his remarks, Heru emphasized the importance of making Court decisions widely known to the public. Therefore, the National Development Planning Agency (Bappenas) has designated the dissemination of Court decisions as a national priority program to ensure that the public can easily access these decisions.
Beyond accessibility, Heru explained that the Court is also accelerating constitutional literacy through e-learning platforms. Previously, the workshop (bimtek) programs could only accommodate about 150 participants per session. With the new e-learning system, the number of participants will no longer be limited.
“Imagine our bimtek sessions, which usually accommodate 150 participants for four days — now, with e-learning, we’ll keep it four days, but the number of participants will be unlimited,” said Heru.
Heru added that the Pancasila and Constitution Education Center (Pusdik MK) has also developed a curriculum for school students. In the future, the Court will leverage artificial intelligence (AI) in case management, enabling the public to easily access information on ongoing cases. According to Heru, the use of AI will also simplify the response process for parties involved in a case. He emphasized that the Court continuously strives to ensure accessibility, aiming to become a modern and trusted institution dedicated to justice.
Heru expressed his hope that the event would make Court decisions easier to comprehend: “Please, discuss and provide feedback so that when people read these compilations, they can immediately understand, even if some decisions have not yet been fully implemented,” he said.
Validity Test of Thematic Decisions
Previously, Head of Legal Affair and Registrar Administration Bureau Fajar Laksono reported that the Thematic Compilation of Court Decisions is one of the bureau’s national priority programs, alongside monitoring and evaluating decision implementation, as well as annotating decisions, all of which are integrated into the broader program to improve the quality of decisions.
Fajar explained that this event involved testing the validity of 10 thematic books based on judicial review. “The data we have is currently organized thematically based on laws. We have prepared ten manuscripts of books, which have already been delivered to the source persons,” said Fajar.
The manuscripts were evaluated by the source persons, including legal practitioners, academics, and representatives from state institutions, to determine whether the manuscripts are aligned with expectations and easy for the public to understand. “Our team at the Legal Affair and Registrar Administration Bureau designed the format to make it easier for readers to grasp summaries of Court decisions,” Fajar noted.
He added that the event served to collect feedback from the source persons so the drafting team could make revisions before publishing the thematic compilations on the Court’s official website. In the future, thematic decision books will be organized by issues, such as indigenous peoples’ rights, environmental protection, and other cross-sectoral topics, allowing for more comprehensive and contextual discussions.
