MKRI Concludes Bureau Membership at the 6th WCCJ Congress

MADRID, (MKRI) – The Constitutional Court of the Republic of Indonesia (MKRI) took part in the 6th Congress of the World Conference on Constitutional Justice (WCCJ) held at IFEMA Madrid, Spain, from October 28 to 31 2025.

Carrying the theme “The Human Rights of Future Generations,” the congress served as a global platform emphasizing the protection and advancement of intergenerational human rights - a subject increasingly relevant amid the dynamic evolution of democracy worldwide.

On the first day, the Indonesian delegation led by Constitutional Justice Arief Hidayat began the series of events with the Regional Meeting of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), followed by the WCCJ Bureau Meeting.

During the AACC Regional Meeting, Indonesia played a significant role by highlighting the importance of consensus-based decision-making in selecting Asia’s representative for the WCCJ Bureau. Ultimately, Thailand was elected as the Asia–Oceania representative. In the same meeting, AACC member states also agreed to nominate Egypt as the host country for the 7th WCCJ Congress.

Subsequently, the Indonesian delegation attended the WCCJ Bureau Meeting, marking Indonesia’s final participation as a Bureau member since first joining in 2014. During the session, Indonesia reaffirmed that any amendment to the WCCJ Statute concerning membership termination must consider the majority support of regional associations and maintain balanced representation. Indonesia reiterated that “WCCJ is a home for all - and it must remain a home that welcomes all.”

The delegation noted that Indonesia had served as a Bureau member in multiple capacities: as President of the AACC, as Asia’s representative, as host of the Congress, and later as former host nation.

“We believe the trust given to us has been fulfilled in full. Now it is time to pass the torch to another country,” said Arief Hidayat.

He emphasized that although Indonesia will no longer hold Bureau membership for the next three years, it remains committed to active participation in international forums and will continue supporting constitutional supremacy at the global level.

Concluding his remarks, Arief quoted a line from Indonesia’s first president Ir. Soekarno, delivered at the 1960 UN General Assembly:

“We have the opportunity to build together a better world, a safer world, a fairer world, and a more peaceful world. So, hold fast to that opportunity and make use of it well.”

The Indonesian delegation - also comprising Immanuel Hutasoit (Head of the AACC Permanent Secretariat and International Cooperation Division) and Hasri Puspita Ainun (Head of Subdivision for International Cooperation) - reaffirmed Indonesia’s consistent commitment to judicial diplomacy, both regionally through the AACC and globally through WCCJ networks.

This participation aligns with Indonesia’s continuous efforts to promote democracy, constitutionalism, and the protection of citizens’ constitutional rights worldwide. Through active involvement in forums like WCCJ, MKRI contributes to shaping global standards for constitutional courts and human rights protection, while strengthening Indonesia’s legal diplomacy on the international stage.

Before attending the congress, the delegation also visited the Indonesia Trade Promotion Centre (ITPC) in Barcelona on 24 October 2025 and paid a courtesy call to Indonesia’s Ambassador to Spain, Dr. Muhammad Najib, at the Indonesian Embassy in Madrid to coordinate preparations and ensure diplomatic support throughout the congress activities in Spain.
