MK-MPR Discuss MoU Signing Plan to Strengthen Institutional Synergy

JAKARTA, MKRI — The Constitutional Court (MK) and the People’s Consultative Assembly (MPR) held an audience to discuss plans for institutional cooperation through the signing of a Memorandum of Understanding (MoU) and a Cooperation Agreement (PKS). The meeting took place on Tuesday, October 28, 2025 at 2:00 PM in the MPR Meeting Room, 5th Floor, MPR/DPR/DPD RI Building, Jakarta.

The audience was attended by Court’s Secretary-General Heru Setiawan, accompanied by Head of the Public Relations and Domestic Cooperation Division Andi Hakim, Head of the Subdivision for Domestic and Interagency Cooperation Fitri Yuliana, and Head of the Leadership Administration Subdivision Intan Yuri Susanti. Representing the MPR were Secretary-General Siti Fauziah, Deputy for Constitutional Studies and Dissemination Hentoro Cahyono, Head of the Human Resources, Organization, and Law Bureau Dyastasita Wibowo, Head of the Constitutional Studies Bureau Heri Herawan, Head of the Sessions and Constitutional Dissemination Bureau Wachid Nugroho, and Head of the Legal Division Indro Gutomo.

Discussing Institutional Synergy and the Audit Board’s Mandate 

During the meeting, Court’s Secretary-General Heru Setiawan explained that cooperation between the Court and the MPR has long been established through various joint activities, such as the Four Pillars Socialization program and the Constitution and Anti-Corruption Festival in collaboration with the Corruption Eradication Commission (KPK). According to him, this collaboration plays an important role in strengthening institutional integrity and improving public understanding of the values of Pancasila and the Constitution.

Furthermore, the Court emphasized that this cooperation also follows the mandate of the Audit Board of Indonesia (BPK), which highlights the importance of proper governance in submitting Court decisions to other state institutions. Through the MoU and PKS, the Court aims to strengthen the mechanism for submitting copies of applications, application revisions, and Court rulings to the MPR in an orderly and efficient manner—both digitally and in paper-based form.

“The main goal of this cooperation is to ensure that every Court decision, which is final and binding, can be received and acted upon by state institutions in a timely manner,” said Heru.

Responding to this, MPR Secretary-General Siti Fauziah expressed appreciation for the Court’s initiative to enhance institutional synergy through a practical MoU and PKS. She stated that the MPR supports the digitalization of the Court’s decision delivery system while also considering the needs of MPR members—particularly the Constitutional Study Working Group (K3)—who still require printed documents.

Meanwhile, MPR Deputy for Constitutional Studies and Dissemination Hentoro Cahyono highlighted the importance of clarity in regulating data exchange between the Court and MPR, including the management of both public and restricted information. Additionally, MPR Head of the Sessions and Constitutional Dissemination Bureau Wachid Nugroho emphasized the need for a digital interface system between the two institutions to support efficient cooperation.

“In the future, this cooperation is expected to go beyond document submission, encompassing joint legal research, constitutional journal publications, and capacity-building activities in law and constitutional studies,” he added.

Future Directions of Collaboration

Principally, Court’s Secretary-General Heru Setiawan reaffirmed that the Court will grant the MPR leadership limited access to its database of Court decisions, from 2003 to the present and beyond. This system will enable the MPR to track Court decisions relevant to its constitutional functions.

Moreover, the meeting served as a key moment for both institutions to strengthen collaboration in promoting the understanding of Pancasila and constitutional values as part of a joint effort to foster constitutional literacy in society.

As a follow-up, both parties agreed to finalize the drafts of the MoU and PKS, incorporating editorial adjustments based on input from their respective technical units. The signing of the Cooperation Agreement is expected to take place soon, following internal discussions within the MPR.
