JAKARTA, (MKRI) – In an effort to enhance interinstitutional synergy, the Constitutional Court (MK) held a meeting with the House of Representatives (DPR) on Tuesday (10/28/2025) at 10:00 AM at the DPR Secretariat General Building, 6th Floor, Jakarta. The meeting discussed the upcoming signing of a Memorandum of Understanding (MoU) and a Cooperation Agreement (PKS) between the two institutions concerning the strengthening of institutional coordination in the fields of law and the constitution.
The meeting was attended by the Secretary-General of the Constitutional Court, Heru Setiawan, accompanied by the Head of the Public Relations and Domestic Cooperation Division, Andi Hakim, and the Head of the Subdivision of Domestic Cooperation, Fitri Yuliana. From the DPR’s side, participants included the Secretary-General of the DPR RI, Indra Iskandar, the Head of the DPR Expertise Board, Bayu Dwi Anggono, the Deputy for Sessions of the DPR Secretariat General, Suprihartini, and several other officials.
Synergy for Transparency and Institutional Accountability
During the meeting, Secretary-General of the Constitutional Court, Heru Setiawan, explained that this initiative follows the recommendations from the Audit Board of the Republic of Indonesia (BPK RI), which encouraged the Constitutional Court to strengthen interinstitutional cooperation in the submission and receipt of copies of petitions, petition revisions, and Constitutional Court decisions.
“The submission of copies of petitions and Constitutional Court decisions to the DPR is part of the implementation of the principles of transparency, coordination, and accountability among state institutions. Through this cooperation, we expect the exchange of legal documents between the Constitutional Court and the DPR to become more efficient and integrated,” said Heru Setiawan.
In addition to reaffirming the Constitutional Court’s constitutional obligations, the meeting also marked the beginning of the drafting of the MoU and Cooperation Agreement, which will cover several areas, including the exchange of legal data and information, the strengthening of e-government and e-court systems, and support for the digital submission of judicial documents.
Digitalization and Constitutional Literacy
Secretary-General of the DPR RI, Indra Iskandar, welcomed the initiative and emphasized the importance of developing an efficient, technology-based legal information exchange system. “The DPR is ready to support the digitalization of legal document management between the Constitutional Court and the DPR, provided that data security and the integrity of the legislative process are maintained,” said Indra.
The meeting also explored potential collaboration between the Constitutional Court and the DPR to enhance constitutional literacy and public understanding of the values of Pancasila and the Constitution. This initiative aligns with the shared mandate of both institutions to promote a culture of constitutional awareness among state administrators and the public.
As a follow-up, both institutions agreed to finalize the draft text of the MoU and Cooperation Agreement with technical adjustments by each secretariat. The signing ceremony is scheduled to take place in Jakarta in the near future, involving the leadership of both the Constitutional Court and the DPR.
Through this cooperation, the Constitutional Court and the DPR reaffirm their commitment to strengthening the national legal system and ensuring that every Constitutional Court decision, which is final and binding, can be properly received and followed up by the DPR in a timely manner. (*)
