SEMARANG (MKRI)-The Constitutional Court, in collaboration with the Faculty of Law of Diponegoro University, held the Diponegoro Law Fair 2025 National Seminar on Sunday, October 26, 2025. The event, organized by the Student Activity Unit of the Research and Debate Group of the Faculty of Law, was conducted in a hybrid format at the Fiat Justitia Hall, Faculty of Law, Diponegoro University, Semarang. This year’s seminar carried the theme “Adapting National Investment Law Policies to Achieve Economic Inclusivity Amid Global Economic Volatility.”
At the seminar session, Deputy for Investment Climate Development of the Ministry of Investment and Downstreaming/BKPM Riyatno, and APINDO Economic Policy Analyst Ajib Hamdani served as speakers. Joining virtually, Riyatno elaborated on global economic conditions, challenges, and Indonesia’s optimism in boosting its economic growth.
Riyatno explained that the projected global growth for 2025 is expected to slightly weaken compared to 2024. Although global risks that could trigger instability remain high, such as rising geopolitical tensions, economic fragmentation, and U.S. protectionist policies, Indonesia remains optimistic thanks to its strong and relatively high growth compared to other economies, partly driven by consistently increasing investment.
UMKMs’ Contribution
In the national economy, Riyatno emphasized, Micro, Small, and Medium Enterprises (UMKMs) play a major role in driving national growth, including through their capacity to absorb a large labor force. Thus, UMKMs serve as a key driver of the national economy, requiring support from both central and regional governments.
“In this context, the participation of all stakeholders is the key to success. Collaboration through the Penta Helix strategy, uniting business players, academia, government, communities, and NGOs, is essential for creating a conducive environment that fosters innovation, skills, creativity, and ideas in developing the creative economy for cooperatives and UMKMs, while promoting collaboration with large enterprises,” Riyatno stated.
Investment Law
The next speaker, Ajib Hamdani, discussed issues in the national investment climate amid global economic volatility. He highlighted several core challenges, including dependence on internal conditions, reactive regulations, weak inter-sectoral integration, insufficient protection for UMKMs and domestic investment, limited data and global risk analysis, as well as challenges related to technology and shifting business models.
“To address these issues, there are several recommendations to strengthen national investment law policies, first, ensuring fairness by positioning investment as a tool for benefit distribution; second, promoting inclusivity by integrating UMKMs and local communities; third, fostering sustainability through the incorporation of environmental and social aspects into legal instruments; fourth, achieving regulatory and multilevel governance coherence through harmonization between central and regional regulations; and finally, reforming investment law institutions to uphold the principles of justice, inclusivity, and sustainability,” Ajib explained.
Diponegoro Law Fair
The Diponegoro Law Fair 2025, through this national seminar, played a significant role in providing an academic forum connecting legal and economic discourses. The outcomes are expected to enrich academic discussions and produce tangible impacts on public policy in strengthening the foundation of national investment law.
This annual event is a national-level legal competition organized by the Student Activity Unit–Research and Debate Group of the Faculty of Law, Diponegoro University. It features a series of national competitions, including a scientific writing contest, national debate, and Contract Drafting and Negotiating Competition, with participation from 23 universities across Indonesia.
The National Seminar was attended by 80 delegates from national competitions, 30 representatives from the Faculty of Law’s Student Activity Unit, and the general public. Through this event, participants are expected to gain deeper understanding of national investment law policies in fostering economic inclusivity amid global economic volatility.
