JAKARTA (MKRI) – The Public Relations and Protocol Bureau (Bureau HP) of the Indonesian Constitutional Court (MKRI) underwent an on-site verification and evaluation of its Integrity Zone (ZI) development toward becoming a Corruption-Free Area (WBK). The evaluation was conducted by the National Evaluation Team and the Ministry of Administrative and Bureaucratic Reform (PAN-RB) on Friday, October 10, 2025. The activity was part of the Bureau’s proposal to be designated as a work unit with WBK status.
The session began with an opening by Court’s Secretary-General Heru Setiawan at the 10th floor meeting room of its first building. Heru emphasized that the Court is constitutionally mandated to protect the constitutional rights of every Indonesian citizen, which means that Court’s public services are intended for all people of Indonesia.
“The Constitutional Court is only located in the capital city, so since the time of Prof. Jimly Asshiddiqie, as the first Chief Justice, the only way to accommodate citizens from Sabang to Merauke, Miangas to Rote, is through digitalization,” said Heru.
He further explained that the Public Relations and Protocol Bureau plays an important role in increasing public understanding of the Constitution, Pancasila, and the Court as part of the institution’s overall vision and mission. In carrying out the Court’s duties, the Bureau also promotes awareness of citizens’ constitutional rights and disseminates information on constitutional cases and decisions.
“Ultimately, this ensures that citizens can exercise their constitutional rights by bringing their cases to the Court when those rights are violated,” Heru added.
During the meeting, Astri Mefayani, Junior Policy Analyst at the Deputy for Policy Implementation and Evaluation of the Ministry of PAN-RB, who led the National Evaluation Team, explained that the purpose of the on-site verification was to obtain insights and information not available on the Court’s website. “We want to see what isn’t visible online, even though it was mentioned that the Court has gone digital,” said Astri, who also serves as the Chair of the National Evaluation Team for public service verification.
The evaluation team from the Ministry of PAN-RB then conducted a thorough verification of various aspects, including public services, information technology utilization, and innovative practices. The team also reviewed six key areas of reform that serve as benchmarks for Integrity Zone development: Change Management, Organizational Structuring, Human Resource Management System Improvement, Performance Accountability Strengthening, Supervision Enhancement, and Public Service Quality Improvement.
The evaluators visited several facilities of the Bureau of Public Relations and Protocol that support public service delivery, such as the courtroom control room, plenary courtroom, office of Public Information and Documentation Officer (PPID), media center, digital corner, and podcast studio.
