Effective and Efficient Measures Ahead of the 2025 Fiscal Year-End

JAKARTA (MKRI) – The Constitutional Court (MK), through the Planning and Finance Bureau held  a workshop on the Final Steps of the 2025 Fiscal Year on Wednesday, October 8, 2025, in the meeting room on the 12th floor of Building 3, MK. The event was attended by 54 participants, comprising officials and staff from various work units within the Court.

The event featured Jamaluddin Ambo Dai, Head of the State Treasury Service Office (KPPN) Jakarta I, and Istianah, Supervisory Functional Officer of the State Treasury Service Office (KPPN) Jakarta VI, as speakers. The event aimed to provide Constitutional Court work units with a clear understanding of the procedures to be undertaken ahead of the closing of the 2025 fiscal year, ensuring that budget implementation and accountability are carried out effectively, efficiently, and in accordance with the laws and regulations.

In his opening remarks, Tatang Garjito, Head of the Planning and Finance Bureau of the Court, expressed his appreciation for the support and cooperation of KPPN Jakarta I and KPPN Jakarta VI in providing assistance to the Court. “This workshop is crucial to ensure that all work units within the Court can prepare for the fiscal year-end implementation in an orderly, transparent, and accountable manner. With a shared understanding, we can ensure that the fiscal year-end closing process runs smoothly and in accordance with regulations,” said Tatang.

The Court Considered as the Best Work Unit

In his presentation, Jamaluddin Ambo Dai emphasized the importance of adhering to all financial management rules and regulations as a manifestation of justice in carrying out one’s duties. “The pursuit of justice or working together for justice, is not limited to the legal context, but also applies to budget governance. This means we must implement all provisions with discipline and responsibility. When the established targets are achieved, that is where financial administrative justice lies,” he stated.

Jamaluddin also expressed appreciation to the Court for being one of the strategic work units under KPPN Jakarta I. “The Court is among the institutions with the best budget absorption performance. In recent years, the Court has consistently served as a positive example, particularly in budget realization for strategic activities such as the handling of Election and Regional Election cases,” he explained.

Next, Jamaluddin highlighted the importance of meeting document submission deadlines to the KPPN, as delays often pose challenges near the fiscal year’s closing. “The main focus in the final steps of the fiscal year is timeliness and completeness of documentation. For instance, the Handover Report (BAST) must be submitted no later than the specified date. Every document has its counterpart and deadline that must be strictly followed,” he explained.

He added that under the latest regulations, the timeframe for submitting documents has become stricter compared to the previous year. “Previously, the deadline for submission after a contract was signed was five days; now it has been reduced to three days. There will no longer be any lenient dispensations. This measure is essential to ensure administrative order and prevent delays in the payment process,” explained Jamaluddin.

Concluding his presentation, Jamaluddin cautioned all work units to remain vigilant against what he referred to as the ‘date trap.’ “Many fall into the trap of assuming that the document submission date is the same as the SPP (Payment Request Letter) submission date, when in fact they are different. Therefore, internal consolidation, especially by the Finance Bureau is necessary to avoid delays in submission and disbursement. Any delay in the SPP can hinder the entire process, which is why monitoring every stage is crucial,” he emphasized.

Timely Document Submission Process

Meanwhile, Istianah from KPPN Jakarta VI underscored the importance of punctuality in submitting financial documents as the fiscal year-end approaches. She provided an illustration of common issues encountered in the field, where delays in data entry often result in documents failing to be processed on time within the system.

“It is quite common for work units to delay data entry until close to the deadline—for instance, completing it around 6:12 pm, even though the system automatically closes access at 8:00 p.m. As a result, the data becomes queued and risks not being processed. Situations like this must be anticipated in advance,” she explained.

Istianah urged all work units to exercise greater discipline and avoid waiting until the final deadline to submit their documents. “We always advise that documents should not be sent at the very last minute. It would be unfortunate for financial managers and Commitment-Making Officials (PPK) if delays occur, as the system can no longer process submissions outside operational hours. Therefore, we kindly ask for everyone’s cooperation to ensure that all documents are submitted no later than November 7,” she emphasized.

She further added that KPPN had already disseminated reminders and information through various communication channels. “We have shared these deadlines through communication groups and distributed guideline flyers to ensure that no work unit misses the schedule. We hope all units will take prompt follow-up action to prevent a last-minute backlog,” concluded Istianah.

Through this workshop, it is expected that all work units within the Court will be better prepared for the 2025 fiscal year-end and continue to enhance state financial management in an effective, efficient, transparent, and accountable manner in accordance with the principles of good governance.
