JAKARTA, MKRI – Candidate Pair Number 2 for Regent and Deputy Regent of Bangka, Naziarto–Usnen, filed a petition in Election Results Dispute Case (PHPU) Number 333/PHPU.BUP-XXIII/2025. The first hearing was held on Thursday (9/18/2025) in the Constitutional Court Plenary courtroom. Through their legal representative, Lukman, the Petitioners questioned the eligibility of Candidate Pair Number 5, Rato Rusdiyanto–Ramadian, as the Related Party.
Lukman explained that the Petitioners, Naziarto–Usnen, who obtained 9,599 votes, were disadvantaged by a vote difference of 21,982 from Candidate Pair Number 5, Rato Rusdiyanto–Ramadian. He alleged that the gap resulted from administrative violations by the Bangka Regency KPU in verifying Rato Rusdiyanto’s diploma. “This is related to a fake diploma. Candidate Pair Number 5 should not have been eligible and should be disqualified by law,” Lukman asserted during the hearing led by Constitutional Justice Arief Hidayat.

The Petitioner also accused the Respondent and Candidate Pair Number 5 of conspiring to split the vote. “There is strong suspicion of collusion with the General Election Commission,” he added.
In his petition, the Petitioner requested the Court to annul Bangka Regency General Election Commission Decision Number 406 of 2025 on the Determination of the Results of the 2025 Bangka Regent and Deputy Regent Election, which was issued on September 2, 2025. The Petitioner also requested the Court to disqualify Candidate Pair Number 5, Rato Rusdiyanto and Ramadian, from the 2025 Bangka Regent Election on the grounds that they were ineligible to run for office.
Furthermore, the Petitioner requested the Court to order the KPU to conduct a re-vote for the 2025 Bangka Regent Election using the same permanent voter list, additional voter list, and special voter list that were applied in the August 27, 2025 election.
In the re-vote, the Petitioner requested that participation be limited to the candidate pairs Naziarto–Usnen, Aksan Visyawan–Rustam Jasli, Andi Kusuma–Budiyono, along with any new pairs nominated or proposed by political parties, excluding Rato Rusdiyanto–Ramadian. (*)
