JAKARTA (MKRI) — The Constitutional Court of the Republic of Indonesia (MKRI) conducted a working visit to the Center for Translator Development (Pusbinter) of the Ministry of State Secretariat on Wednesday, September 17, 2025. The visit sought to explore opportunities for cooperation in the field of translation and the capacity development of functional translator positions at the Court.

Led by Head of the Public Relations and Protocol Bureau Pan Mohamad Faiz, the visit was also intended to build synergy between the two institutions to enhance the quality of translation services in support of the Court’s constitutional duties.

Head of Pusbinter Sri Wahyu Utami, who directly welcomed the visit, explained the background of Pusbinter’s establishment as a government unit tasked with the development and standardization of translation. “Pusbinter has an organizational structure comprising several divisions and sections overseeing translators and the translation of multiple foreign languages into Indonesian and vice versa,” she said.

She further explained that Pusbinter’s duties and roles include developing translators across Indonesia, formulating translation standards, and organizing training and certification programs. She also highlighted that Pusbinter actively collaborates with various domestic and international institutions to enhance translators’ competencies. Specifically, she invited the Court’s translators to contribute articles to the Ministry of State Secretariat’s Translation Journal, now accessible online at https://jurnalpenerjemahan.setneg.go.id/ojp.

In response, Faiz elaborated on the tasks and functions of the Court’s Public Relations and Protocol Bureau, which extend beyond public relations and protocol. “The Court’s international cooperation function, which is an integral part of the Bureau, plays a strategic role in fostering relations with constitutional courts abroad, where the support of highly qualified translators is indispensable,” he stated.

Faiz further described the Court’s role, function, and engagement in global forums, including its position as the Permanent Secretariat of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), as well as its participation in other international forums such as the World Conference on Constitutional Justice (WCCJ) and the Judicial 20 (J20). To support this active participation, he emphasized the critical role of the Court’s translators, who handle daily tasks such as translating reports on hearings and non-hearing activities, assisting in international meetings, and analyzing foreign constitutional court rulings as references.

“The work of the Court's translators is highly strategic in supporting the Court’s institutional functions. Beyond translation, they also provide initial analyses of constitutional court decisions from other jurisdictions, serving as references for other working units within the Court,” he explained.

During the discussion, both parties identified several opportunities for collaboration, including joint technical guidance (bimtek) on translation to strengthen the Court’s translators’ capacity. Pusbinter also welcomed the opportunity to involve the Court’s translators in providing assistance to other agencies requiring high-quality translation services. In addition, both institutions agreed to collaborate on developing a legal glossary to serve as a standard reference for translating legal documents across ministries and agencies.

“We hope these avenues of cooperation will strengthen the Court’s institutional capacity in carrying out its constitutional functions, especially in this era of globalization that demands effective international communication,” Faiz concluded.

Faiz was accompanied by Head of the AACC Permanent Secretariat and International Affairs Department Immanuel Hutasoit, Head of the AACC Permanent Secretariat Division R. A. Indah Apriyanti, Head of the International Affairs Subdivision Hasri Puspita, as well as representatives of the Court’s functional translators: Yuanna Sisilia (Associate Translator), Rizky Kurnia (Senior Translator), and Yuniar Widiastuti (Junior Translator).

This visit marked the beginning of a strategic partnership between the Court and Pusbinter to enhance the quality of translation services in support of good governance.
