JAKARTA, (MKRI) – Secretary General of the Constitutional Court (the Court) Heru Setiawan attended the inauguration of the Policy Communication Forum, presented as the Legal Policy Hub and the first Policy Talks session themed “Strengthening Food Industry Innovation for Economic Growth,” held at Graha Pengayoman, Ministry of Law and Human Rights, Monday (09/15/2025).
On this occasion, the Secretary General and the Ministry signed a Memorandum of Understanding (MoU) and a Cooperation Agreement to build a legal policy framework that is both responsive and adaptive.
Heru emphasized that the collaboration is a strategic step to promote harmonization of legal policies and to ensure that every granted constitutional decision is properly recorded by state institutions, while also encouraging broader standardization of legal information.
Minister of Law and Human Rights Supratman Andi Agtas underscored the need to eliminate sectoral egos in drafting regulations. He noted that regulations must be grounded in the nation’s historic objectives while meeting real challenges, particularly in the food sector.
“The food sector absorbs around five million workers and contributes up to 3.5 billion US dollars in foreign exchange. Yet our challenges remain significant due to high import levels. Cross-sector collaboration is therefore essential,” Supratman stated.
He added that the government has already streamlined 143 regulations to strengthen food security and is promoting intellectual-property-based financing. This forum, he continued, marks the start of improving bureaucracy, data, and supporting mechanisms for more integrated policies.
Head of the National Institute of Public Administration (LAN) Muhammad Taufiq highlighted the importance of cross-sector knowledge integration. Evidence-based policy, he said, requires both accuracy and inter-agency collaboration.
“In the digital era, including the use of Artificial Intelligence, policy quality can be enhanced through more precise analysis. This will strengthen national competitiveness and support knowledge-based development,” he explained.
Taufiq also stressed the need for tangible collaboration among government, academia, business actors, and civil society so that research and knowledge become shared national assets rather than isolated efforts.
In his report, Head of the Legal Policy Strategy Agency Andry Indrady said that achieving national development goals cannot be separated from the demands of the digital era and public information transparency. This aligns with Law No. 25 of 2004 on the National Development Planning System and Presidential Regulation No. 39 of 2019 on One Data Indonesia.
As a follow-up, the Ministry of Law and LAN initiated a cross-sector forum involving government, academia, business, media, and civil society to bridge legal transformation with the agenda of bureaucratic reform so that public policy becomes more transparent, adaptive, and integrated.
At the same event, Secretary General Heru Setiawan also signed three additional MoUs and Cooperation Agreements with the Head of the Legal Policy Strategy Agency, the Directorate General of Legislation, and the Ministry of Law and Human Rights.
The Policy Communication Forum (FKK) serves as a collaborative platform that combines scientific approaches and practical experience to produce legal policies that are measurable and applicable. Established as a Legal Policy Hub and through Policy Talks sessions, the Forum provides space for thinkers, bureaucrats, and legal practitioners to engage in dialogue, share best practices, and harmonize perspectives in drafting regulations that are substantively and procedurally sound.
