MALANG (MKRI) - Chief Justice Suhartoyo was the keynote speaker at the opening ceremony of the Constitutional Law Festival (CLFEST) 2025. This event was carried out by the Legal Study and Research Forum of the Faculty of Law, Brawijaya University (FKPH FH UB) in collaboration with the Court, on ​​Saturday, September 13, 2025.

CLFEST 2025, entitled "The Role of the Constitutional Court in Upholding People's Sovereignty and the Principle of Checks and Balances in the Constitutional System," participated by finalists from 10 universities. This collaborative event between the Faculty of Law, Brawijaya University (FKPH FH UB), and the Constitutional Court included a law drafting competition and a scientific article writing competition.

The opening ceremony of CLFEST 2025, which also included a national seminar, was held in the Rudi Margono Hall of the Faculty of Law, Brawijaya University (UB), presenting three speakers. The first speaker was Fajar Laksono from the Constitutional Court; the second speaker was Ibnu Sam Widodo, a lecturer in Constitutional Law at Brawijaya University (UB). The third speaker was Haidar Adam, a lecturer in Constitutional Law at Airlangga University.

Ibnu Sam Widodo stated that public participation has a significant impact on the legislative process, including improving the quality of laws, establishing transparent governance, preventing abuse of power, and increasing public compliance.

Furthermore, Ibnu Sam Widodo also stated that public trust in lawmaking institutions is currently declining, so public participation is necessary to restore public trust.

The next speaker, Haidar Adam, stated that the Constitutional Court's legitimacy is fundamental and must be maintained. This effort must be accompanied by strengthening the Court's integrity, improving the quality of its ruling arguments and promoting effective public communication. He believes that the Court, as the guardian of democracy, must be supported by public trust.

In addition, like Ibnu Sam Widodo and Haidar Alam, Fajar Laksono stated that the Court's events are public events, so all members of the public have the right to access information regarding its activities. Furthermore, Fajar Laksono cited Constitutional Court Justice Arief Hidayat's statement that without meaningful participation, a law is inherently flawed and unconstitutional.
