SURABAYA, MKRI – To strengthen public understanding of citizens’ constitutional rights and improve the quality of legal higher education, the Constitutional Court (MK) has established a partnership with the State University of Surabaya (UNESA). The memorandum of understanding (MoU) was signed by Secretary-General Heru Setiawan and UNESA Rector Nurhasan at the Rectorate Building, Campus 2, Surabaya on Friday, August 29, 2025.
Chief Justice Suhartoyo also attended the event, which was accompanied by a casual discussion titled “Ngobrol Pintar Konstitusi” (Keen Talk on the Constitution). In his remarks, he highlighted universities as the Court’s key partners in disseminating the values of the Constitution and Pancasila.
“The university serves as agents in fostering understanding and spreading awareness of the Constitution, Pancasila, and the values lie therein,” Chief Justice Suhartoyo said, as quoted by BeritaJatim.com.
He further expressed hope that the MoU would enable students to act as bridges, connecting the broader public with constitutional values. According to him, such a role is crucial, as a comprehensive understanding of the Constitution does not always come easily to ordinary citizens.
“Through universities and students, we can create a bridge that links society at large with the values of the Constitution and Pancasila,” he explained.
He also noted that this cooperation could expand into more substantive academic programs in the future, with himself or other Constitutional Court justices being invited to deliver public lectures at UNESA.
“Today’s event focused on the signing and a simple dialogue, but hopefully, the rector can schedule me or other justices to deliver more substantial lectures here in the future,” he added.
Meanwhile, UNESA Rector Nurhasan expressed hope that the MoU would encourage the university to play a more active role in implementing and disseminating constitutional awareness.
“Through this MoU, we hope UNESA can work together in implementation while also providing opportunities for students and the academic community to convey constitutional values to society,” he said, as reported by BeritaJatim.com.
He also shared his vision of creating “student ambassadors” who can help improve public constitutional literacy. “We want to have student ambassadors who can convey these values so that the public becomes more constitutionally aware,” Nurhasan emphasized.
