LAN Appreciates Court’s Participation in Policy Quality Assessment

JAKARTA, MKRI – The Constitutional Court (MK) continues to demonstrate its commitment to strengthening institutional capacity by establishing the Functional Position (JF) of Policy Analyst. This initiative is a response to the increasingly complex legal and constitutional dynamics, and part of the Court’s implementation of bureaucratic reform focused on professionalism and specialization.

This was conveyed by Secretary General of the Constitutional Court, Heru Setiawan during a meeting with the National Institute of Public Administration (LAN) on Monday (14/7/2025) at the Constitutional Court. In his presentation, Heru outlined the Court’s three current policy priorities: enhancing public understanding of Pancasila and the Constitution, modernizing the judiciary through the use of information and communication technology (ICT), and internationalizing the institution.

“Our organizational structure includes a unit responsible for strategic policy, which is why the presence of policy analysts is essential—especially in designing initiatives that strengthen public understanding of Pancasila and the Constitution,” said Heru.

He also emphasized the importance of tech-based judicial modernization to ensure the Court remains inclusive and accessible to citizens throughout Indonesia. In addition, the Court continues to promote international recognition of its constitutional rulings while upholding the core values of Pancasila.

“We’re making every effort to catch up, both in terms of technological innovation and international acknowledgment,” Heru added.

On the same occasion, Head of Legal Affairs and Case Administration Bureau Fajar Laksono revealed that the Constitutional Court will conduct its first-ever Policy Quality Index (IKK) assessment. “This is MK’s first IKK measurement, so we’re still in the learning phase and actively seeking insights and references from other institutions,” said Fajar. He also stressed that public education is a crucial part of MK’s policies to reach a broader audience—both those unfamiliar with the Court and those who already understand its role.

Meanwhile, LAN’s Director of Policy Quality Strategy, Widhi Novianto, welcomed the Court’s initiative and emphasized that all government agencies can participate in policy quality measurement through their policy analysts. “IKK is a tool to assess the quality of government policies that have strategic impact. It is evidence-based and aims to enhance policy effectiveness through self-assessment methods,” Widhi explained.

Similarly, LAN Policy Analyst Evy Trisulo Dianasari praised MK’s commitment to policies that prioritize public welfare. “We’ve observed that the Constitutional Court already has excellent policies that could serve as models for other constitutional institutions. We plan to share MK’s experiences as examples of best practices in various forums,” she said.

Previously, the Constitutional Court was granted a special exemption from LAN regarding IKK assessments, since MK’s legal products are limited to final and binding decisions. However, after conducting a consultative visit to LAN, the Court officially submitted a request to the Ministry of Administrative and Bureaucratic Reform (PANRB) to open 26 new positions for the Functional Role of Policy Analyst.
