JAKARTA (MKRI) - In the context of a comparative study of the implementation of Talent Management (MT), a number of structural and functional officials of the Ministry of Youth and Sports (Kemenpora) visited the Court (MK), on Thursday, March 6, 2025. They were welcomed by Secretary-General Heru Setiawan, Head of the Human Resources and Organization Bureau Sri Handayani, and Head of the General Affairs Bureau Budi Wijayanto.
In his introduction, Heru explained the function of MT, among others, to facilitate of organizing the structural positions. "Ladies and gentlemen, when holding selection, promotion, mutation, if there are still employees who feel that you are accused of being unfair, that's sad. But if MT is in the Court, no one objects because the process is real time," said Heru.
In the development of MT there must be an information system component consisting of a data center, because without a data center MT will not run. However, if the Ministry of Youth and Sports does not have its own data center, it can use the National Data Center. Then according to Heru, the Ministry of Youth and Sports must have a programmer who handles MT because if this Court system is to be moved to the Ministry of Youth and Sports, adjustments must be made. Heru said that the Court is willing to assign one of the Court’s programmers who handles MT to assist developing MT.
"In this Court, before there was a circular letter from Menpan (Minister of State Apparatus Empowerment and Bureaucratic Reform), before there was a Presidential Regulation on FWA (Flexible Working Arrangement) if we call it WFA, Work From Anywhere, in the Court all work was done via smartphone," said Heru.
To support this, Heru explained, a digital transformation with strong policy support is needed to run. In addition, the Secretary General said that every employee can access the existing e-office called the Dynamic Archiving Information System (SIKD) which has a timer to measure the response of each employee. The faster the employee's response, the higher its value will be. Heru said that every employee activity in SIKD will be compensated in MT, thus all employee behavior will be reflected in the system, unlike if you don't have MT, everything is done manually.
In addition, with the SIKD developed by the Court, it can facilitate the security of documents and correspondence. The higher the response in SIKD, the higher the MT assessment. Heru said, with MT it also facilitates the placement of employees when there is a vacant position because MT cannot be intervened by humans so that the assessment is more objective. However, in addition there is a 360 assessment, where an employee is assessed by colleagues, leaders, and subordinates, so that the employee's character is also included in the MT assessment.
In addition, Yayat Suyatna, Head of the Human Resources Bureau of the Ministry of Youth and Sports, in his introduction explained that currently there is no data center. In the past, there was a youth data center, but it was finally divided into work units. Then, specifically, currently his institution does not have a programmer. Yayat said that the Ministry of Youth and Sports already has an MT policy through the Regulation of the Minister of Youth and Sports Number 6 of 2023, but its implementation has not been optimal.
Yayat said that currently the Ministry of Youth and Sports has a number of applications but they are not yet integrated like those owned by the Court. "We have to learn a lot from the Court, of course, we are very grateful for the opportunity to benchmark," said Yayat.
Regarding this, the Head of the Human Resources Bureau of the Court, Sri Handayani, explained that technically the MT application has been around since 2022 and was first used to determine the organizing of the position of Secretary General of the Court. Few years ago it was used to fill echelon two positions.
According to the woman who is familiarly called Yani, the Court has received a very good merit system assessment from the State Civil Service Commission, so that the Court was given permission to use MT and no longer needed to use bidding for the position filling process. Yani revealed that the Court has changed the Secretary General's Regulation several times based on the results of the evaluation of the use of the MT application in the promotion and mutation process.
