JAKARTA (MKRI) — On Wednesday, February 5, 2025, The Constitutional Court (MK) dismissed the petition for case No. 216/PHPU.BUP-XXIII/2025 on the 2024 Central Halmahera regent election results dispute. This case was filed by regent-vice regent candidate pair 2 Edi Langkara and Abd Rahim Odeyani. The Court viewed that the Petitioners’ petition did not meet formal requirements, declaring it unclear or obscure.
“On the petition’s subject matter, [the Court] rules the Petitioners’ petition inadmissible,” stated Chief Justice Suhartoyo delivered the ruling in the plenary courtroom alongside the other eight constitutional justices.
In its legal consideration, the Court examined the error in the Petitioners’ petition regarding the region’s name, which incorrectly referred to as Subulussalam City instead of Central Halmahera Regency as stated in the first alternative of Petitioners’ petitum. The Court deemed it unclear as the dispute argued by the Petitioners occurred in Central Halmahera Regency, but candidate pair Edi Langkara and Abd. Rahim Odeyani requested to be declared as the elected candidate pair in Subulussalam City.
Deputy Chief Justice Saldi Isra asserted that the Petitioners’ petition did not meet the formal requirements on the 2024 Central Halmahera regent election results dispute. Consequently, the Court deemed other Petitioners’ arguments irrelevant and did not consider them further.

Regent Candidate Pair 2 Edi Langkara and Abd Rahim Odeyani (Petitioners) argued several violations or frauds conducted by their rival Candidate Pair 3 Ikram Malan Sangadji and Ahlan Djumadil (Relevant Party) at the preliminary hearing for the Central Halmahera regent election results dispute at the Constitutional Court (MK). Edi-Rahim were the incumbent regent and vice regent, while Ikram was the acting regent who claimed to have been directly appointed by the Central Government.
In their petitums, the Petitioners requested that the Court annul the Central Halmahera KPU Decree No. 417 of 2024 on the certification of the 2024 Katingan regent election results dated December 6, 2024 pertaining to the vote acquisition of Candidate Pair 3 Ikram Malan Sangadji-Ahlan Djumadil. They also requested the Court to annul or disqualify the pair from the election and to order Central Halmahera KPU to certify Edi Langkara and Abd Rahim Odeyani as regent and vice regent-elect.
