JAKARTA (MKRI) — On Wednesday, February 5, 2025, the Constitutional Court (MK) dismissed the petition on the 2024 Tolikara regent election results dispute at a ruling hearing on Wednesday, February 5, 2025. The petition was filed by Tolikara regent-vice regent candidate pair 3 Dinus Wanimbo and Gamael Eldorando Enumbi.
“On the petition’s subject matter, [the Court] declares the Petitioners’ petition in case No. 303/PHPU.BUP-XXIII/2025 inadmissible,” stated Chief Justice Suhartoyo alongside the other eight constitutional justices in the plenary courtroom.
In its legal consideration, delivered by Constitutional Justice Enny Nurbaningsih, the Court explained that the Petitioners failed to meet the formal requirement, citing obscure arguments. The Court subsequently viewed the exceptions of the Respondent and the Relevant Party legally reasonable.
“Considering the above legal considerations, the Court stated that Petitioners’ arguments were obscured, as such, other exceptions, the Respondent’s response, the Related Party’s statement, Bawaslu (Elections Supervisory Body) statement, and the petition’s subject matter were not further considered,” asserted Justice Enny.

At the preliminary hearing on January 16, 2025, Regent Candidate Pair 3 Dinus Wanimbo and Gamael Eldorando Enumbi (Petitioners) accused Candidate Pair 1 Irinus Wanimbo dan Arson R. Kogoya (Relevant Party) of shifting votes from their three rival pairs.
The Petitioners alleged the Tolikara KPU (Elections Commission) as Respondent had not carried out recapitulation for the Petitioners in six districts of Tolikara: Aweku, Air Garam, Wugi, Kembu, Yuneri, and Nunggawi Districts.
Hence, in their petitums, the Petitioners requested that the Court grant their petition in its entirety or to annul the Tolikara KPU Decree No. 349 of 2024 on the certification of the 2024 Tolikara regent election results dated 16 December 2024.
