JAKARTA (MKRI) — The Constitutional Court (MK) rendered the petition for Case No. 58/PHPU.BUP-XXIII/2025 on the South Halmahera regent election results dispute inadmissible. The decree for the petition, filed by Candidate Pair 1 Bahrain Kasuba and Umar Hi. Soleman, was delivered in the ruling hearing chaired by Chief Justice Suhartoyo on Tuesday, February 4, 2025.
In its legal considerations, delivered by Constitutional Justice Arsul Sani, the Court explained that the petition did not fulfill the formal requirements, thus it was deemed unclear or vague.
For that reason, the remaining exceptions, the response from the Respondent and the statements from the Relevant Party and Bawaslu, and the petition's subject matter were not considered by the Court.
"On the other exceptions and for the remainder, [the Court] did not consider them any further since they have no relevance," Justice Arsul stated.

At the preliminary hearing chaired by Deputy Chief Justice Saldi Isra, legal counsel Meidi Noldi Kurama argued that elementary and high school principals’ mobilization in the 2024 South Halmahera Regency election is a form of structured, systematic, and massive (TSM) violation. Further, Meidi stated that this principals’ mobilization to secure the win for Ali-Umar was committed in five districts across South Halmahera Regency: Obi, South Obi, East Obi, Central East Gane, and North West Gane. Obi District became the center of a meeting between Ali-Umar and the elementary and junior high school principals in South Halmahera Regency.
