JAKARTA, (MKRI) - Case No. 187/PHPU.BUP-XXIII/2025 on the 2024 Cirebon regent election results dispute was declared to be outside of the Constitutional Court’s jurisdiction. This was stated in the Constitutional Court decree which was read out at the ruling hearing on Tuesday, February 4, 2025 in the plenary courtroom. The hearing was presided over by Chief Justice Suhartoyo alongside other eight constitutional justices.

"[The Court] adjudicated, states that the Constitutional Court is not authorized to examine the Petitioners’ petition," Chief Justice Suhartoyo delivered the verdict.

In its legal considerations, the Court stated that the petition filed by Cirebon regent-vice regent candidates 04 Mohammad Luthfi and Dia Ramayana, represented by their legal counsel Achmad Faozan TZ, contested the minutes of the vote count recapitulation rather than the certification of vote acquisition. The Court affirmed that adjudicating matters related to the minutes falls outside its jurisdiction.

"Regarding the minutes of the 2024 Cirebon regent election vote count recapitulation, the Petitioners' petition is outside of the Court's jurisdiction," stated Justice M. Guntur Hamzah delivered the the consideration.

At the previous hearing, the Petitioners alleged irregularities of voters as they found forged signatures on the attendance lists at various polling stations in Cirebon. They also argued that some voters were registered as Indonesian migrant workers (PMI) and were not in Indonesia during the election. However, their signatures were found on the attendance lists.

From the allegation, the Petitioners suspected the involvement of election organizers at the polling station level. Therefore, the Petitioners requested that the Court declare the minutes null and void and cancel the certification of the Relevant Party as the elected candidate pair.
