JAKARTA (MKRI) — In response to the recommendations from the Roufaer district supervisory committee concerning TPS 01, TPS 02, TPS 03, and TPS 04 in Tyai Village, Roufaer District, the Mamberamo Raya Regency KPU (Elections Commission) issued Decree No. 235 of 2024 to take further action. This decree concerns the certification of the revote at several polling stations (TPS) in Waropen Atas District, Mamberamo Hulu District, Roufaer District, and East Central Mamberamo District for the 2024 Mamberamo Raya governor, regent, and mayor elections. In essence, revotes have been carried out at these polling stations.
This statement was made by Syamsudin Slawat in the KPU’s response regarding the 2024 Mamberamo Raya regent election results dispute on Thursday, January 30, 2025. The examination hearing, which focused on hearing testimonies from the Respondent, the Relevant Party, and Bawaslu (Elections Supervisory Body), was presided over by Chief Justice Suhartoyo and Constitutional Justices Daniel Yusmic P. Foekh and M. Guntur Hamzah on panel 1 in one of the courtrooms.
Syamsudin emphasized that the arguments of Mamberamo Raya regent-vice regent Candidate Pair 02 Matius Fuyeri and Dius Enumbi (Petitioners) were legally groundless.
“The Respondent has committed and worked hard to execute every stage of the Mamberamo Raya regent election, including the implementation of a revote. This includes addressing recommendations from several PPD (district election committees), which were subsequently acted upon through the issuance of Decree No. 235 of 2024 and the implementation of a revote at polling stations outlined in the Respondent’s decree,” explained Syamsudin regarding Case No. 281/PHPU.BUP-XXIII/2025.
Relevant Party Secured Third Place
Meanwhile, Candidate Pair 01 Robby Wilson Sumansara–Kevin Totow (Relevant Party) mentioned the vote acquisition for the candidate pairs as determined by the Respondent in the East Central Mamberamo District. According to D-results district KWK regent/mayor model forms, Candidate Pair 01 received 510 votes, the Petitioners secured 979 votes, Candidate Pair 03 Ever Mudumi–Mada Marlince Rumakewi obtained 54 votes, and Candidate Pair 04 Alfon Sesa–Yakobus Britai received 1,321 votes.
“The Relevant Party denies the Petitioners’ argument because, actually, Candidate Pair 04 received the most votes, followed by the Petitioners in second place, while the Relevant Party secured third place,” stated the Relevant Party’s legal counsel Daniel Tonapa Masiku.

At the preliminary examination hearing on Wednesday, January 15, 2025, the Petitioners filed a petition to the Court, requesting the annulment of Mamberamo Raya KPU Decree No. 250 of 2024 on the certification of the Mamberamo Raya regent-vice regent election results. The Petitioners mentioned the vote acquisition according to the Respondent as follows: Candidate Pair 01 Robby Wilson Sumansara–Kevin Totow with 11,648 votes, Candidate Pair 02 (Petitioners) with 5,970 votes, Candidate Pair 03 Ever Mudumi–Mada Marlince Rumakewi with 2,847 votes, and Candidate Pair 04 Alfon Sesa–Yakobus Britai with 8,577 votes, with a total of 26,116 valid votes. In contrast, the Petitioners’ version shows Candidate Pair 01 with 8,100 votes, the Petitioners with 8,570 votes, Candidate Pair 03 with 2,847 votes, and Candidate Pair 04 with 5,551 votes, with a total of 25,068 valid votes.
The Petitioners argued that the vote differences occurred for several reasons. First, the voting invitations had not been distributed to voters at TPS 01 in Angreso, TPS 02 in Kasonaweja, TPS 02 in Burmeso, TPS 03 in Burmeso, TPS 04 in Burmeso, and TPS 01 Namunareja. Another reason is that the polling station working committees (KPPS) and their members had used the voters’ ballots to vote by themselves at TPS 01 and 02 of Bareri Hamlet, Rofear District.
Another violation includes the deflation of votes in East Central Mamberamo, Mamberamo Raya Regency. In this area, there were 10 polling stations in 7 hamlets, but during the district plenary meeting, it was found that the Petitioners’ votes were initially 1,729 and later changed to 979 (a decrease of 750 votes). The Petitioners’ witness was denied the opportunity to raise an objection during the plenary meeting by the election organizer.
The Mamberamo Raya KPU issued Decree No. 235 of 2024 on the revote in several polling stations conducted on December 6, 2024, but this was not properly implemented. The revote in Roufaer District, Tayai Hamlet, was instead conducted on December 8, 2024. The Petitioners also alleged that individuals not registered on the final voter list (DPT) had been permitted to vote without finger-inking as the sign of casting votes. This occurred with the knowledge of the polling station supervisory committee, allowing for potential voter fraud.
At TPS 01 in Saksawesar Hamlet, Central Mamberamo District, the revote schedule on December 6 was changed to Haberi Hamlet without involving residents from Saksawesar Hamlet. The Petitioners found underage votes and the Petitioners’ witnesses were not given the C-result-KWK forms. Meanwhile, in Bensor Hamlet, the election was held before November 27, 2024 and the ballot box was opened involving the campaign team of Candidate Pairs 01 and 03, the regional election committee (PPD) of Wartas District, and the supervisory committee of Bensor Hamlet.
