Biak Numfor Regent Election: Motorboat Carrying Logistics Questioned

JAKARTA (MKRI) — The Biak Numfor regent-vice regent candidate pair 3 Saint Benhur Mansnandifu-Yohan Anthon Kho (the Petitioner) objected the vote results certified by the Biak Numfor Regency General Election Commission/KPU (the Respondent). They argued violations by candidate pair 1 Markus Octavianus Mansnembra-Jimmy Carter Rumbarar Kapissa (the Relevant Party) as the reason, which they stated during the preliminary hearing for Biak Numfor election result dispute.

Deputy Chief Justice Saldi Isra chaired the hearing for case No. 158/PHPU.BUP-XXIII/2025 with Constitutional Justices Ridwan Mansyur and Arsul Sani on Wednesday, January 15, 2025.

The Petitioner’s legal counsel, Febrina Aulya Rabbani stated that the Respondent used the Citra Damai motorboat, owned by a campaign team member of the Relevant Party on November 24, 2024. Febri also stated that this motorboat was to distribute election logistics to five districts in Numfor Islands: East Numfor, West Numfor, Foiru, Bruyadori, and Orkeri.

Febri added that the Respondent repeatedly used the motorboat. On December 1, 2024, the Respondent used the boat to deliver election logistics from the five districts mentioned earlier to Biak Regency.

Febri argued that using this motorboat constitutes a violation by the Relevant Party involving the Respondent in the regent election. Article 35 paragraph (1) of KPU Regulation No. 12 of 2024 stipulates that the Respondent should only collaborate with the Government, local government, national police, and armed forces to distribute and guard the election logistics.

“Clearly structured violations occurred in the 2024 Biak Numfor regent-vice regent election,” Febri added.

She continued, stating that the Petitioner has reported the Relevant Party’s violation involving the Respondent to the Biak Numfor Election Supervisory Body (Bawaslu) who failed to investigate the report.

As such, the Petitioner requests the Court to annul the Biak Numfor KPU Decree No. 164 of 2024 on the certification of the Biak Numfor regent-vice regent election result. They also request the Court to order a revote in all of Biak Numfor regency, excluding the Relevant Party.
