Voter Turnout Over 100 Percent in Mimika Regency Election

JAKARTA (MKRI) – Candidate Pair 02 Maximus Tipagau-Peggi Patricia Pattipi alleged irregularities in voter participation during the 2024 Mimika Regency election. They claimed that 12 districts reported a voter turnout of 100%, while another six districts recorded participation rates exceeding 100% based on the final voter lists (DPT). According to the Petitioners, the total DPT in Mimika Regency was 224,514 votes, with voter participation reaching 223,517 voters, equivalent to 99.56%.

“All ballots have been marked, so 100 percent of the DPT ballots have been marked. The 2.5 percent reserve ballots have also been marked, even the reserve ballots of more than 2.5 percent have been marked,” said legal counsel Wakil Kamal before Deputy Chief Justice Saldi Isra (panel chair) and Constitutional Justice Ridwan Mansyur and Arsul Sani on Panel 2. The preliminary hearing for Case No. 272/PHPU.BUP-XXIII/2025 concerning the 2024 Mimika Regency election results dispute was held on Tuesday, January 14, 2025.

Kamal emphasized that it is nearly impossible for all voters listed on the DPT to participate in the election, considering various factors such as voters being sick, working, studying outside Mimika, deceased, or otherwise unable to vote on election day. Furthermore, he highlighted incidents of intimidation directed at the Petitioners' witnesses at both the polling station and district levels. These included verbal threats and acts of violence, with some involving the use of arrows, creating an atmosphere of fear and coercion during the election process.

The Petitioners argued that voter participation reaching 100 percent or even more occurred in Agimuga District, East Mimika District, West Mimika District, Jita District, Jila District, Far East Mimika District, Tembaga Pura District, Far West Mimika District, Kwamki Narama District, Alama District, Amar District, Hoya District, Central Mimika District, Iwaka District, Central West Mimika District, New Mimika District, Kuala Kencana District, and Wania District. The Petitioners believe that there was no attendance list of voters including additional voters or voters who had moved so voters in all TPS in Mimika could not be verified and validated as eligible voters.

Anomalous recapitulation forms of figures in Mimika, as well as those from the district-level recapitulation forms in Mimika, revealed a 100 percent voter turnout on the DPT. It is suspected that individuals who were not eligible voters had cast ballots, utilizing the entire DPT allocation and 2.5 percent of the reserve ballots and additional reserve ballots.

The Petitioners highlighted incidents where KPPS (polling station working committee) at TPS 6 Harapan Village, Kwamkinarama District, cast all the ballots themselves, denying all voters listed in the DPT their right to vote. Similarly, at TPS 6 Nawaripi Village, Wania District, multiple voting activities were conducted by individuals who are not eligible voters outside the TPS on more than two occasions. 

The Petitioners requested the Court to annul the Mimika Regency KPU Decree No. 61 of 2024 concerning the certification of vote counting recapitulation of the 2024 Mimika Regency election dated December 9, 2024; disqualify Candidate Pair 01 Johannes Rettob-Emanuel Kemong as the candidates; declare the annulment of the Mimika Regency KPU Decree No. 38 of 2024 concerning the certification of the candidate pairs in the 2024 Mimika Regency election; order the Mimika Regency KPU to do a revote in all polling stations in Mimika Regency and only be contested by Candidate Pair 02 Maximus Tipagau-Peggi Patricia Pattipi and Candidate Pair 03 Alexander Omaleng-Yusuf Rombe.
