JAKARTA (MKRI) — The Sikka regent candidate pair 2 Suitbertus Amandus-Robertus Ray have filed a petition to the Constitutional Court (MK), challenging the election results. In case No. 294/PHPU.BUP-XXIII/2025, the Petitioners argued the Respondent’s partiality to candidate pair 4 Juventus Prima Yoris Kago-Simon Subandi had been demonstrated by unequal law enforcement process.

Constitutional Justice Arief Hidayat chaired the preliminary hearing along with Constitutional Justices Anwar Usman and Enny Nurbaningsih in panel 3 courtroom. The Petitioners’ legal counsel Davy Helkiah Radjawane stated that during the regent election, there had been issues such as low voter turnout as the C-6 forms (voting invitations) were distributed only a day before the election.

“The second issue was that the additional voters’ data was not accompanied by copies of resident IDs, and was not recorded in the attendance lists, which occurred in the Mangenpeda, Waigepe, and Talibura Districts,” Radjawane explained.

He continued by stating that candidate pair 4 had distributed cash rewards in all villages of Sikka Regency.

The Petitioners mentioned that the violations were serious and harmed election principles. As such, candidate pair 4 must be disqualified from the Sikka regent election and/or a revote must be conducted at all polling stations of Sikka Regency with an emphasis on the election organizer’s professionalism.

In the petitums, the Petitioners request the Court to: 1) grant the petition in its entirety and annul the Sikka Regency KPU (Elections Commission) Decree No. 1757 of 2024 on the certification of vote results for the 2024 Sikka regent-vice regent election dated December 5, 2024; 2) disqualify the candidate pair 4 Juventus Prima Yoris Kago-Simon Subandi as the candidate pair with the most votes; and 3) order the Respondent to issue a decree stipulating candidate pair 2 Suitbertus Armandus-Raymond Ray as the elected Sikka regent-vice regent.
