Village Minister’s Involvement in Serang Regent Election Under Scrutiny

JAKARTA, MKRI – The Petitioners question the involvement of Yandri Susanto, the Minister of Villages and Development of Disadvantaged Regions in the 2024 Serang regent-vice regent election. The candidate pair 01 Andika Hazrumy-Nanang Supriatna argues Yandri’s involvement in the regent election result dispute for case No. 70/PHPU.BUP-XXIII/2025. For this reason, the Petitioners requested the Court to annul the Serang General Election Commission (KPU) Decree No. 2028 of 2024 on the Certification of Vote Results of the 2024 Serang Regent Election.

To note, two candidate pairs competing in the Serang regent election include Andika Hazrumy-Nanang Supriatna (254,494 votes) and candidate pair 02, Ratu Rachmatuzakiyah-Muhammad Najib Hamas (598,654 votes) who is the Related Party.

In the petition, the Petitioner’s legal counsel, Deni Ismail Pamungkas, argues that structured, systematic, and massive (TSM) violations occurred in the Serang Regent-Vice Regent election. The Petitioner specifically highlighted the role of Ratu Rachmatuzakiyah, the wife of Minister Yandri.

“Yandri Susanto deliberately consolidated the campaign for his wife, Ratu Rachmatuzakiyah who is the Serang regent candidate pair 02, before and during his tenure as Village Minister, by gathering village heads, explained Deni in panel 3 courtroom.

Deni explains, on this structured violation, Yandri issued a Ministry’s official invitation letter which was organized as a family commemoration event. This event invited all village heads, village secretaries, health posts (posyandu) cadres, community unit (RT) heads, and neighborhood unit (RW) in Serang Regency.

“Yandri Susanto, in his tenure as Village Minister, conducted ministerial visits to several areas in Serang Regency to campaign for his wife,” Deni said.

In addition, the Petitioner alleged the involvement of the police officers from Banten regional police. The police allegedly summoned and intimidated Serang village heads and instructed them to support candidate pair 02.

As for systematic violation, Deni mentioned Yandri allegedly orchestrating the consolidation for winning the election for candidate pair 02. This consolidation was in the form of organizing events attended by 277 village heads in Serang regency. Meanwhile, for massive violation, the Petitioner questions the branch coordination meeting of the Indonesian Association of Village Government (Apdesi), which allegedly is a campaign event for candidate pair 02.

The petitioner also argued Yandri, during his tenure as Deputy Chairperson of the People’s Consultative Assembly (MPR), gathered village heads in the Apdesi coordination meeting. Yandri delivered a speech in such an event that the attending village heads will be rewarded an umrah pilgrimage if they succeeded obtaining 75% votes for candidate pair 02 in each region. “This statement may influence all attending village heads,” said Deni.

Such alleged TSM violations contradict Article 70 paragraph (1), Article 73 paragraph (1) and (2), Article 71 paragraph (1), and Article 189 paragraph (1) of Law No. 10 of 2016 on the Second Amendment to Law No. 1 of 2015 on the Stipulation of Government Regulation in Lieu of Law No. 1 of 2015 on the Election of Governors, Regents, and Mayors, jo. Article 69 paragraph (1) of KPU Regulation No. 4 of 2017 on the Campaign for Governor-Vice Governor, Regent-Vice Regent, and Mayor-Vice Mayor Elections. “It is prohibited to make decisions and/or actions that benefit or harm one of the candidate pairs”. Deni add.

In the petition, the Petitioner requests the Court to: 1) annul the Serang Regency KPU No. 2028 of 2024 on the Certification of Vote Results of the 2024 Serang Regent Election dated December 4; 2) disqualify candidate pair 02, Ratu Rachmatuzakiyah-Muhammad Najib Hamas, as the elected pair in the 2024 Serang regent election; 3) order the Serang Regency KPU to issue a decree stipulating candidate pair 01 as the elected pair in the Serang Regent Election; and 4) order the Serang Regency KPU to implement this decision. “Or should the Court decide differently, please make a fair decision, please make a fair decision,” Deni stated.(*)
