JAKARTA (MKRI) — The Constitutional Court (MK) organized a workshop on the electronic-based government system (SPBE) security risk management on Wednesday, November 20, 2024 at the meeting room of the Center for Information and Communication Technology (Pustik).

Head of Infrastructure, Network and Communications at Pustik MK, Nor Rosyid Ardani, in his remarks representing the Head of Pustik MK said that the workshop participants would receive presentation on risk management regarding certification, risk management regarding SPBE, Information Security Management System (SMKI) policy, preparation of a security plan map, and preparation of SPBE architecture.

This workshop presented speakers from the National Cyber ​​and Crypto Agency (BSSN). Sandiman Senior Expert of the Directorate of Cyber ​​and Crypto Security of the Central Government BSSN R. Muhammad Ival Tirta Kusumah explained that currently the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Ministry of PANRB) is improving existing applications in government agencies.

"We know that in the era of e-Gov, every agency was competing to create applications, competing to build data centers. Moreover, at that time when officials were being trained for PIM training, PIM 4, PIM 3, PIM 2, those were the applications that were made, Gentlemen, so lots of applications emerged. So, a ministry can have tens, hundreds, or even thousands of applications. "But unfortunately, many of these applications overlap, or are even not active anymore," said Ival.

On that reason, according to Ival, the Ministry of PANRB together with the Ministry of Digital Communications (Komdigi) are making improvements to government agency applications. Based on Komdigi data collection, it was found that at least 27,400 applications and 2,700 data centers or server rooms in government agencies resulted in budget waste. "Well, this is what the Ministry of Administrative and Bureaucratic Reform is trying to fix through SPBE," explained Ival.

According to Ival, if it is found that there are similar applications in each agency, they will be combined into public property so that there is no need to create similar applications. Ival gave an example that currently there are general applications such as the Electronic Procurement System (SPSE) created by the Government Goods/Services Procurement Policy Institute (LKPP) so that no other ministry, institution or regional government creates similar applications.

"This general application will continue to increase so that in the future there will be a time when all these applications will be used on a shared basis, so that one ministry and another will no longer make the same application so that everyone will use the common application, this is an architectural concept. SPBE, including data centers," said Ival.

In addition, Ival explained that the National Data Center (PDN) is not one but an ecosystem, apart from the PDN owned by Komdigi, there are also data centers from ministries or institutions that are sufficient to join the PDN ecosystem. Ival said, if PDN is running then there will no longer be data centers in ministries and regional governments, so existing applications will be asked to migrate to PDN. According to Ival, ministry/institution data centers that are not designated as PDN must move their applications to PDN.
