BEKASI (MKRI) — In an effort to optimize and enhance the effectiveness of budget execution for projects unfinished by the end of the year, the Constitutional Court (MK) organized a Consignment Meeting for Monitoring and Evaluation of Budget Absorption for the Third Quarter and Budget Acceleration for the Fourth Quarter of 2024. The event took place on Wednesday, October 16, 2024, at the Multipurpose Hall of the Court in Bekasi, West Java. The Secretary-General of the Court, Heru Setiawan, officially opened the activity, which was attended by 71 structural and functional staff members of the Court.
In his remarks, Heru emphasized the importance of each work unit addressing the obstacles encountered in budget absorption towards the end of 2024.
"This ensures that budget execution at the end of the year is optimized and aligns with the budget implementation mechanisms stipulated in the applicable regulations. Consequently, all activities that are carried out and budgeted for are properly documented in the reports," said Heru.
Meanwhile, the Head of the Court's Planning and Finance Bureau, Tatang Garjito, stated in his report that the two-day agenda would feature speakers from the State Treasury Service Office (KPPN). The aim is to provide clear and targeted guidance on end-of-year financial management as part of the final accountability for the 2024 fiscal year.
"It is hoped that officials involved in budget management will absorb the knowledge shared and discuss potential issues to be resolved promptly during this session," Tatang explained.
Budget Execution Mechanisms
The event included two speakers from KPPN, Sri Utami and Slamet Hidayat, who provided comprehensive explanations of Regulation of the Minister of Finance (PMK) Number 109 of 2023 on the Budget Execution Mechanism for Unfinished Projects at the End of the Fiscal Year.
The regulation emphasizes the principle of payment after goods or services have been received. For projects unfinished at the end of the fiscal year, a Year-End Budget Account (RPATA) is established to allocate funds for the completion of such projects.
"If there are unfinished projects that do not meet the RPATA criteria, further submission for continuation will revert to the respective PMK or regulations governing the source of funding," explained Slamet.
The two-day meeting, held from Wednesday to Thursday (October 16–17, 2024), was attended by 71 participants, including structural and functional officials and staff involved in budget management within the Court.
During the sessions, participants reported on budget achievements outlined in the allocated budget ceiling. This was followed by in-depth discussions on critical aspects related to budget usage that must be accurately accounted for to the state.
Through this agenda, it is expected that all parties responsible for preparing reports can synchronize and align budget achievements with the work programs implemented within the Court. This ensures consistency and accountability in reflecting budget utilization across all activities.
