Court Signs MOU with Dubai Judicial Institute

Dubai, MKRI – The Chief Justice of the Constitutional Court, Suhartoyo, conducted a courtesy visit to Dubai, United Arab Emirates, to exchange experiences with the Dubai Judicial Institute on Monday, September 16, 2024 at the Dubai Judicial Institute Building, Al Rebat Street, Dubai.

During the meeting, which started at 10.30 local time, Chief Justice Suhartoyo was welcomed by Judge Dr. Ebtesssam Al Badwawi (Director General of Dubai Judicial Institute), Judge Dr. Ali Mohammed Alhosani, and Judge Ahmad Ayoub from the Dubai Judiciary.

Opening the meeting, Chief Justice Suhartoyo conveyed that the relationship between the Court and the Dubai Judicial Institute was initiated in 2017. The relationship is to exchange thoughts on the development and challenges in educating society on the advancement and implementation of the prevailing legal system in each country. He added that since the meeting, the communication between the two institutions has been well maintained. Hence, the two institutions agreed to sign a Memorandum of Understanding.

Chief Justice Suhartoyo then proceeded to explain that as a judicial institution with visions to achieve a modern and trusted judiciary, the Constitutional Court has provided easy access to justice and access to court through the use of technology, starting from petition submission, court management, and decision delivery, which can be observed in real-time.

“I wish that later, during the presentation and discussion sessions, we can exchange thoughts on the implementation of technology advancement in judicial institutions such as the Dubai Courts or Judicial Institute,” he stated.

Responding to that, Judge Ali Mohammed Alhosani and Judge Ahmad Ayoub explained in detail regarding smart transformation in the Dubai Judicial Institution. In their presentation, it was revealed that smart transformation through technological advancement had been initiated in 2020, which started using a paid application before having developed it themselves. Continuing the presentation about the smart transformation, the directors of the Dubai Judicial Institute explained the administration of the institute and the development of the metaverse training center. During the discussion session, the Court delegation asked about technological advancement and judicial modernization and their relation to the budget independence of Dubai Judicial Institution.

Closing the meeting, which was also attended by the Chairman of the Indonesia Supreme Audit Agency, Dr. Isma Yatun, a Memorandum of Understanding was signed by the Secretary General of the Constitutional Court, Heru Setiawan, and the Director General of the Dubai Judicial Institute, Dr. Ebtessan Al Badwawi. The scope of the cooperation includes training and human resource capacity development, dissemination of legal knowledge, the achievement of vissions and missions of the Parties, and creating a strategic partnership.

Meanwhile, the realization of the cooperation includes the organization of joint training, publication of books, journals, and videos, and promotion of research and study, which will be organized by both parties.

The signing of the Memorandum of Understanding was also witnessed by Husin Bagis, the Ambassador of the Republic of Indonesia to the United Arab Emirates, and Denny Lesmana, the Consul General of the Republic of Indonesia in Dubai. Immanuel Hutasoit and Lutfi Yudhistira from the International Relations Department also attended the event as a part of the Indonesian Constitutional Court’s delegation.
