ARLINGTON (MKRI) — The delegation of the Constitutional Court of the Republic of Indonesia (MKRI), led by Constitutional Justice Ridwan Mansyur, made an official visit to the National Center for State Courts (NCSC) on Friday, August 16, 2024. This visit is a follow-up and evaluation of the implementation of the 2023 Recharging Program. During this visit, the MKRI Delegation was welcomed by NCSC Vice President Jeffrey Apperson and NSCS International Program Manager Isabel Laferriere Schrank, at the NSCS office in Arlington, Virginia.
In this meeting, Ridwan explained the important value of the Recharging Program activities as an effort by the Court to improve the competence and capacity of the Court's support system. "Based on reports and evaluations from participants in the 2023 Recharging Program, the collaboration program with the NCSC has provided a new color for participants to gain a lot of valuable information and experience," he said.
Ridwan also said that one of the main objectives of this visit was to discuss further cooperation and evaluate how to improve the ongoing program. Therefore, during this visit, Ridwan hopes to also receive input and offers from NCSC as the program implementer for the next Recharging Program activities.
In the discussion session, both parties agreed that issues related to the implementation of e-court and the use of AI and data processing in judicial management could be one of the topics of focus for further activities, considering the great benefits and challenges that arise with the advancement of information technology in the world of justice.
In addition, Ridwan also hopes that this cooperation is not only in the Recharging Program, but can develop into other activities. For example, collaboration between court judges in international conferences or seminars, so that it becomes a forum for sharing experiences with other judges and courts.
For information, MKRI and NCSC have a cooperation agreement in 2022 and have carried out a series of joint activities, including the implementation of the Recharging program and general lecture in 2023. The MKRI delegation's visit to NCSC this year is scheduled to take place from 16 to 20 August 2024.
Visit to the Indonesian Embassy in Washington DC
On the agenda of the visit to the United States, the MKRI delegation also met with the Deputy Ambassador of the Republic of Indonesia in Washington DC, Ida Bagus Made Bimantara. The meeting began with a short tour of the Embassy building which is a heritage building with a classic architectural design and has been owned by Indonesia since it was purchased from the United States government.
In the discussion session, the Head of the MKRI Delegation conveyed several things, including the follow-up and evaluation of the implementation of the 2023 Recharging Program in collaboration with the NCSC and William & Mary Law School. According to Ridwan, the theme of the 2023 Recharging Program is "Restructuring Constitutional Democracy", which is very fitting for the United States, as a country that implements the concept of democracy and a state of law.
"The Recharging Program will always swift themes according to the needs of the MKRI, for example, materials related to the use of IT systems or e-court systems as well as the possibilities and challenges of using AI," said Ridwan.
Ridwan also conveyed the possibility that MKRI will collaborate with several other universities in the United States as partners in employee capacity development programs or expert exchanges. For that, Ridwan also said that this would not be separated from the full support of the Indonesian Embassy in Washington DC to MKRI.
Responding to this, the Deputy Ambassador who was accompanied by the Coordinator of Political Functions Fahmi Alli Sarosa, Counselor Mardhiah Ridha Muhammad and Harun Syaifullah Syafa stated that he would always provide full support for the implementation of the recharging program and the development of cooperation between the MKRI and related agencies in America.
"We will definitely provide full support for the advancement of human resources in the Constitutional Court and also the improvement of international cooperation networks, especially with the United States," Sade said. He also believes that now is the right time to establish closer cooperation with judicial institutions in America, because bilateral relations between Indonesia and America are improving along with the granting of full authority to all Consulates General in the United States.
