JAKARTA (MKRI) — The General Election Commission (KPU) denies any reduction in the votes obtained by the Party of Functional Groups (Golkar) in the elections in the Mountainous Papua Province. According to the KPU, as the Respondent, Golkar as the Petitioner did not clearly outline the grounds for the reduction in its votes or the addition of votes for other political parties that caused losses in Golkar's vote count.
The Petitioner, in their petition, does not clearly and specifically state where the alleged reduction of their votes occurred, as the Petitioner merely alleges that there was an increase in votes for other parties on the grounds that the Nasdem Party, Perindo, PKS, and PDIP accepted or had no objections to the recapitulation results at the Papua Highlands Province level," stated the Respondent's legal counsel, M Lazuardi Hasibuan, in the Plenary Session Room of Building 1 at the Constitutional Court, Central Jakarta on Tuesday, May 14 2024, responding to Case No. 222-01-04-37/PHPU.DPR-DPRD-XXII/2024 regarding the Election Results Dispute (PHPU) at the Constitutional Court.
KPU reports the vote acquisition for Golkar in the general elections as follows: in the House of Representatives (DPR RI) electoral district of Papua Highlands, it obtained 9,866 votes; in the Provincial Legislative Council (DPRD) of Papua Highlands, it secured 70,998 votes; in the Regency Legislative Council (DPRD) of Tolikara electoral district 1, it received 1,447 votes, in electoral district 3, 6,345 votes, and in electoral district 4, 1,467 votes; in the Regency Legislative Council (DPRD) of Jayawijaya electoral district 1, it obtained 2,254 votes, in electoral district 2, 189 votes, in electoral district 3, 2,604 votes, and in electoral district 4, 0 votes; and in the Regency Legislative Council (DPRD) of Lanny Jaya electoral district 2, it received 20 votes and in electoral district 3, 551 votes.

Meanwhile, the Elections Supervisory Body (Bawaslu) received a report of alleged violations related to the vote transfer by the District Election Committee (PPD) from 14 districts in Jayawijaya Regency. However, the Papua Highlands Provincial Bawaslu stated that the report could not be registered because the complainant did not appear and fulfill the material requirements of the report within two days, according to the initial assessment.
Additionally, the Lanny Jaya Regency Elections Supervisory Body (Bawaslu) issued corrective recommendations primarily based on the findings established during the full council session at the regency level. The Lanny Jaya Regency Bawaslu requested the Lanny Jaya Regency KPU to conduct verification and make corrections, and to report the results that have been implemented.
On the other hand, there are four Relevant Parties involved in this case: the Indonesian Solidarity Party (PSI), the Nasdem Party, the National Mandate Party (PAN), and the National Awakening Party (PKB). They unanimously rejected Golkar's petition in today's hearing. This case was presided over by Panel 1–, Chief Justice Suhartoyo (panel chair) and Constitutional Justices Daniel Yusmic P. Foekh and M. Guntur Hamzah.
For your information, the Petitioner in their requested the Court to annul the KPU Decision No. 360 of 2024 regarding the Certification of the General Election Results for the Members of the House of Representatives (DPR), the Regional Representatives Council (DPD), Provincial Legislative Councils (DPRD), and Regency/City Legislative Councils announced nationwide on Wednesday, March 20, 2024, specifically for the Papua Highlands electoral district for filling the membership of the DPR RI and the South Papua Provincial DPRD. The Petitioner also requested the Court to order the Respondent to conduct a Repeat Voting (PSU) for filling the membership of the DPR RI in the Papua Highlands electoral district at all polling stations across eight regencies within the Papua Highlands area. Furthermore, the Petitioner asks the Court to determine the correct vote acquisition for political parties and candidates for filling the membership of the DPR RI in the Papua Highlands electoral district, specifically asserting that the Golkar Party received 141,203 votes.
